This is an exciting opportunity to be part of the Chief Operating Office in Vocalink Limited, a Mastercard business, which provides Critical National Infrastructure to the UK.
• Vocalink is the UK company that enables the payments of 90% of salaries, 70% of utility bills, most ATM transactions and every cheque cleared in the UK.
• We provide services to over 60 million citizens, and the UK private, public and third sectors.
• In 2024, we processed 14 billion transactions, with a value of more than £10 trillion.
• Vocalink products include Bacs Direct Credits, Bacs Direct Debits, Faster Payments, the LINK ATM network for cash withdrawals, and the Image Clearing Service (ICS) that supports cheque clearing.
Operational Resilience
Vocalink complies with the Bank of England's requirements on Operational Resilience. The Bank defines operational resilience as ‘the ability of Financial Market Infrastructures (FMIs) and the sector as a whole to prevent, respond to, recover and learn from operational disruptions' with a particular focus for Vocalink on protecting financial stability, preventing threats to the transfer of payments, and enabling the safety and efficiency of the Recognised Payment Service Operators.
In Vocalink, the Chief Operating Office has overall accountability for the Operational Resilience Framework including policies and procedures, working closely with the Important Business Services owners in the Product, Strategy and Commercial Services teams, as well as “Pillar” owners across Technology, Security, Data, Facilities, People and Third Parties.
The team also work closely with key stakeholders across the financial services industry and particularly the Recognised Payment Service Operators.
Overview of Role
The Manager, Operational Resilience Exercising will play a critical role in articulating Vocalink's Operational Resilience posture to senior executive and key external stakeholders, including the Recognised Payment Service Operators and the Bank of England.
This role will report to the Vice President Operational Resilience, who is responsible for the Operational Resilience Framework, policy and methodologies and embedding the Target Operating Model across Vocalink.
Data to support Vocalink's Operational Resilience Posture comes from a broad variety of sources, which necessitates strong stakeholder engagement and understanding of, and interest in, all parts of the business.
In this role, you will be accountable for:
• Identifying relevant Operational Resilience data across the Vocalink business that evidences Operational Resilience, across the key “pillars” (Technology, Data, Facilities, People and Third Parties) and “capabilities” (Security, Incident Management, Risk and Controls)
• Enhancing that data through automation where possible, or through ensuring the data is service specific as well as Enterprise wide
• Reviewing data analytics and trends to support the assessment of Operational Resilience strategy and priorities
• Providing clear and concise reporting to key governance fora, including the Vocalink Executive Committee and Board, through the use of MI dashboards, leveraging appropriate Data Visualisation tools
• Own and develop the Operational Resilience Data Dashboards, uplifting where required and as additional relevant data is identified
• Working closely with key Accountable Executives to ensure data from across Vocalink is adequately articulated with appropriate actions to address issues, where these arise, and challenging data if necessary
• Leading on changes to key Vocalink or Mastercard data tools / applications on behalf of Operational Resilience, to ensure the team's needs are adequately addressed through the provision of use cases.
• Be part of a team providing Secretariat support to key governance fora, where required including the preparation of reporting packs and minutes
You will need to:
• Work closely with Product, Operations, Technology and Security to identify and enhance data where necessary
• Work closely with Data teams within Mastercard to align on tooling and techniques as appropriate
• Build effective and influential relationships with key stakeholders across Vocalink
About You
You are likely to have the following:
• Education: at least an undergraduate degree.
• Experience: a strong understanding of how to enable data visualisation (e.g. through a tool like PowerBI), experience in data analysis to create insightful reporting, ideally in a risk and controls or compliance environment within financial services, experience of developing and enhancing the production of data which enables key business decisions.
• Stakeholder management: the ability to work with stakeholders at all levels to understand their business and how to use Data to demonstrate compliance and risk reduction
