Job Summary

Responsible for the accurate and efficient administration of KS' disability and general leave of absences and absence balances.  Audits medical premium updates, retiree medical stipends, retiree recognition programs, and assists with other benefits. Serves as a higher-level resource for leaves, benefits and retirement questions. Regularly performs HCM audits and provides guidance and assistance to HR staff as needed.

Essential Responsibilities

Leaves Administration

  • Responsible for the accurate and efficient administration of KS' disability and general leaves by developing and overseeing an administration of procedures which assures compliance with all related federal and state laws and regulations.
  • Ensures accurate pay and benefits are provided to employees during their leave of absence. 
  • Determines the type of leave an employee is entitled to, calculates eligibility, and calculates paid and unpaid time and ensures the HRIS system is up to date with the leave information. 
  • Tracks the leave case ensuring proper documentation is received in a timely manner in coordination with FML, HFL, TDI, MDL, LTD, WC, etc. and provide periodic updates to supervisors regarding employee's disability status as appropriate. 

Consulting and Training

  • Partners with HR Consultants for return to work clearances and issues related to leaves of absence, and provides information to the HR Consultants and Legal on escalated leave cases. 
  • Partners with HR Consultants to minimize risk exposure to KS.
  • Answers questions from managers and employees, advises of legal requirements, and manages the leave cases in the HR/Payroll system. 
  • Conducts group training and individual training with KS' management team to ensure managers are familiar with KS procedures and State/Federal requirements regarding leave of absences. 
  • Develops training material, as needed, for clients to reference. 
  • Tracks for similar issues and educates managers on our processes. 

System Support

  • Ensures the HRIS system is working as designed, runs reports, and suggests process improvements. 
  • Keeps up to date with system enhancements and assists with system testing and problem resolution. 
  • Conducts regular audits on HR transactions.
  • Assists with employment transactions, as needed.
  • Serves on the Re-organization team to ensure changes arising from approved re-organizations are reflected in the HRIS in a timely manner.
  • Assists with the annual pay change programs and partners with Compensation Department to enact changes by auditing for accuracy and appropriateness. 
  • Validates accuracy of information and prepares and audits employee communication.  May work with management on teacher renewal process.

Retiree Services

  • Responsible for the operational activities of the KS retiree benefits to include (but not limited to) ensuring accurate processing of retiree medical stipend payments and appropriate benefit coverage. 
  • Ensures that all retirees are provided coverage in accordance with their eligibility, elections and plan rules. 
  • Audits Retiree Recognition Program calculations.
  • Assists the Benefits Department with reconciling retiree medical deductions to ensure that the proper premium amounts are being received from the retirees.
  • Assists the Benefits team with researching employment history for Third Party Administrators upon request.  Works with employees, managers, and the Benefits team to resolve issues in a timely manner.

Customer Service

  • Answers Service Center calls and inquiries, provides information on a variety of HR related questions.  Serves as a higher-level resource regarding the health & welfare programs, HRIS system navigation, and general HR questions.  Researches and works with vendors on discrepancies and partners with other HR Departments as needed.

Auditing and Reporting

  • Completes required government reports.
  • Audits Professional Advancement Credits, tracking changes to ensure accuracy, adherence to procedures, and consistency.
Position Requirements

Minimum Qualifications - An equivalent combination of education and experience may be considered in lieu of the requirements listed.

  • Bachelor's Degree.
  • Minimum 3 years experience with specific professional level knowledge of disability management and Benefits.
  • Strong working knowledge and understanding of disability plans and related laws.
  • Excellent administration and operational skills/knowledge required to analyze issues, develop or modify procedures and to integrate appropriate systems which provide accurate work products and efficient working environment. 
  • Excellent organizational skills and attention to detail required to ensure data integrity, handle multiple and competing deadlines and compliance to guidelines.
  • Strong computer capabilities including strong working knowledge of HR systems and standard applications to include Microsoft Outlook, Excel, Wor, and database management.
  • Excellent customer service and interpersonal skills to provide effective counseling to staff and managers.
  • Strong written and verbal communication skills to prepare general correspondence, management reports and to communicate effectively with all levels of management and staff.
  • Working knowledge of wage and hour law.

Preferred Qualifications

  • Working knowledge of Workday Absence, Payroll, Timekeeping and HCM.
  • Certification in employee benefits (e.g., CEBS)
  • Good working knowledge of KS operations, mission, goals and objectives.
  • Previous work experience in an educational environment.

Physical Requirements

  • Frequently sit, perform desk based computer tasks and grasp light/fine manipulation.
  • Occasionally stand/walk, write by hand, and lift/carry/push/pull objects that weigh up to 10 pounds.
  • Rarely twist/bend/stoop/squat, kneel, crawl, climb, reach/work about shoulder, grasp forcefully.

Working Conditions

  • This position may involve traveling to various locations, including neighbor islands to conduct business.
  • Work is conducted in an office/school environment and may require work to be conducted in non-standard workplaces.
  • Work is typically conducted Monday through Friday at normal business hours but evening and weekend hours are often required to meet goals and objectives.
