This role serves as a lead advisor in the strategy development to support HCSC's vision to become a skills-based organization, program design and implementation of all aspects of skills into our HR methodology. The Sr Consultant, Skills Development and Strategy plays a crucial role in identifying the skills and competencies required for an organization's success and designing strategies and programs to enhance those skills among employees. This role will focus on driving a skills-based approach across all key facets of HR including talent sourcing, assessment, and selection, onboarding, learning and development, and talent management, to ensure the workforce remains competitive and capable of meeting business goals. This position will partner closely with other areas of HR, including Strategic Workforce Planning, the Talent COE, HRBPs, etc. to identify critical roles, diagnose skill gaps, and align talent programs to a broader skills strategy. Position is also responsible for monitoring and reporting on the effectiveness of our skills methodology and implementation of programs to support it's evolution as well as to provide credible thought leadership on industry best practice and new approaches in learning, talent acquisition, performance management and skills evolution.

Job Responsibilities:

  • Lead advisor to developing the multi-year vision, strategy, and approach to evolve HCSC into a skills-based organization in partnership with functional and business area leadership and other stakeholders.
  • Lead transition to a skills-based organization that brings skills into a variety of talent processes through a clear phased-implementation approach, partnering closely with change management and organization effectiveness
  • Identify, recommend, and oversee implementation of skills-based talent solutions across workforce planning, internal/external sourcing, internal/external selection, onboarding, learning & development, performance and rewards, succession planning, retention, org structure, and linking to upskilling / reskilling learning journeys programs.
  • Develop and provide thought leadership and program oversight over implementation through relevant COEs and employee experience delivery teams of priority talent solutions, including but not limited to:
  • Skills database (e.g., Workday Skills Cloud) implementation
  • Establish a catalogue of key skills and taxonomy
  • Skill proficiency assessment approach
  • Translate vision for a skills-based organization into tangible Learning & Development programs
  • Leverage people analytics and talent segmentation to inform skills priorities and programs and to measure the impact of skills programs
  • Build and manage key relationships within HR and across the business to ensure alignment of priorities, successful implementation, and effective change management of skills programs across the enterprise
  • Act as the product owner for technologies that will enable the skills strategy.  Work with leadership and key stakeholders to ensure that requirements for features are gathered and prioritized appropriately in the backlog for each sprint release.  In partnership with our HR Strategy Enablement, HR Tech and IT organizations, support the development of technology, process, training and change management roadmaps.
  • Own and establish an enterprise governance framework to manage the skills taxonomy and skills-driven talent processes.
  • Synthesize and communicate learning solution effectiveness to department and organizational leadership.
  • Deliver presentations and updates on key learning & development initiatives at various leadership forums and committee meetings.
  • Responsible for collaborating with other HR COEs and HR Business Partners to establish and maintain a matrixed working environment.
     
  • Required Job Qualifications:
  • Bachelor's degree in relevant field and 12+ years of broad HR experience in the areas of succession planning, talent strategy, leadership development, and supporting organization-wide talent management programs OR 16 years of broad HR experience in the areas of succession planning, talent strategy, leadership development, and supporting organization-wide talent management programs
  • 5+ years of program strategy/management experience
  • Experience leading large-scale initiatives that require collaborating with and influencing multiple stakeholders
  • Experience leading complex, cross functional project teams to drive impact and results.
  • Experience using large data sets to identify critical connections, persuade stakeholders, and make decisions
  • Experience measuring program impact against pre-defined success metrics
  • Experience developing Learning & Development programs aligned to a skills-based strategy
  • Knowledge of and exposure to current skill-related trends and best practice.

Preferred Job Qualifications:

  • Master's Degree in human resource development, instructional design, IO psychology or related field
  • Strong communication, presentation, and influencing skills with both upward and downward focus.
  • Ability to apply change management to enable effective execution of strategies, programs, and training.
  • Advanced knowledge of employee development lifecycle and broad knowledge of HR processes
  • Experience implementing HR technologies and creating user stories and requirements.

Compensation: $118,800.00 - $220,800.00
