Summary The Nursing Supervisor is a Registered Nurse (RN) who acts as the on-duty Supervisor/Acting Nurse Executive on off-tours, weekends, and holidays. They function as a direct supervisor of staff in the absence of the assigned manager (Nurse Manager (NM), Assistant Nurse Manager (ANM), MSA Supervisor, etc.) providing oversight for the administration of leave, counseling, and make recommendations for disciplinary action when indicated. Responsibilities The Nursing Supervisor is engaged in daily staffing, adverse patient events, and support of the nursing units. They assure staff and patient safety, promotes the provision of quality nursing care, and facilitates a safe Environment of Care (EOC). The Nursing Supervisor assures that there are safe staffing levels, and they have authority to take action to correct staffing deficiencies. Major Duties include but are not limited to: Giving advice, counsel, or instruction to subordinate personnel on work and administrative matters. Hearing and resolving complaints of subordinates and referring more serious complaints not resolved to higher level supervisors. Recommending and/or taking disciplinary action where appropriate. Nursing Management Activities: Demonstrates an understanding of staffing processes that facilitate the provision of safe, efficient and cost-effective patient care, understands staffing methodology as per facility and nursing service policies and applies Standards of Care and Standards of Practice to develop effective staffing plans through clinically competent staff, relates the nursing model of care to the Mission and Vision of the MVAHCS, gains basic knowledge of DSS labor mapping, recognizes the important role in assuring equipment safety and cleanliness in patient care areas, knows location and utilizes VHA Directives, MVAHCS Medical Center Policies (MCP's) and Standard Operating Procedures (SOP's). Serves as the Incident Commander (IC) during an emergency occurring outside of business hours. In this role, the nursing supervisor initiates the emergency call back, establishes, organizes, and directs the Medical Center Command Center until relieved. Cross-covers the Bed Coordinator position, develops appropriate bed assignments, uses InterQual criteria to guide patient placements. Completes routine nursing unit and EOC rounds and ensures identified deficiencies are corrected. Assists leadership in maintaining a culture of continuous readiness for all accreditation bodies (Joint Commission, CARF, AWE, OIG, etc.). Participates in nursing service tiered HRO huddles. Anticipates risks and takes action to mitigate risks, knows when to raise concerns to a higher level. Participates in the creation of the integrated organization wide capacity to continuously improve toward the goal of high reliability, predictability, prevention of harm, and standardization of best practices. Manages Unit Time and Leave, is proficient with AcuStaf and VATAS, develops a staffing plan according to their approved Staffing Methodology (SM), approves time and leave according to facility policies and demonstrates good organizational stewardship when approving OT, UT, and CT. Addresses EEO issues, understands Whistleblower rights, understands programs such as mediation, Reasonable Accommodation (RA) and Employee Assistance/EAP. Creates a culture of diversity, equity, inclusion, and respect for all. Promotes Shared Decision Making and Professional Governance (PG) tenets. Facilitates protected time for Direct Care Providing (DCP) staff to participate on UBC's, and PG Councils. Work Schedule: Nights, compressed tours may be offered. Telework: ADHOC-May be authorized (Employee who Telework on an occasional, episodic, or short-term, and have completed required telework training and telework agreement). Qualifications Basic Requirements: English Language Proficiency. In accordance with 38 U. S. C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
