Minimum Qualifications Eligible for reassignment, transfer, or must meet the following minimum qualifications: Must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as follows:Minimum Qualifications: Possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure clinical nursing experience of which one year was in utilization review and/or discharge planning. Substitution: a bachelor's degree in nursing can substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing can substitute for two years of post-licensure clinical nursing experience.
