Summary The Nurse Manager (NM) of operations and Education is a self-directed nurse leader who is accountable to the Deputy Associate Director of Patient Care Services (D-ADPCS). The NM is vital to the execution of programs that directly affect patient care, nursing practice, and satisfaction. The NM ensures administrative support and guidance while providing oversight for the delivery of patient-centered nursing care and management of nursing personnel and clinical resources. Responsibilities The Fredericksburg Healthcare Center (HCC) is scheduled to open in March of 2025. Those hired for these positions will be required to work at the VA Medical Center or one of the other CBOCs (management determination based on need) until the Fredericksburg Healthcare Center (HCC) opens. Duties Included but are not limited to: Demonstrate leadership in delivering and improving holistic care through collaborative strategies with others. Demonstrate proficiency in decision-making and using the nursing process for complex situations that affect performance outcomes at the point of care. Foster collegial relationships. Demonstrate collaboration by using the group process to solve problems. Provide leadership in strategically planning long-term goals for the microsystem (unit, team, or workgroup) that impacts operations or resources. Demonstrate critical thinking with efficiency and accuracy in assessing and managing situations. Responsible for a full range of duties, serving as the expert to oversee the operations of the assigned areas, and demonstrates master in leading the nursing team. Remove barriers through active collaboration with Chief Nurses, Nursing Supervisors, providers, site managers, and support services. Manage resources effectively to improve overall patient outcomes using group process in decision making. Assess the educational needs of staff and collaborates to assure that learning needs are met. Apply evidence-based practice principles to validate and/or improve nursing practice. Employ corrective actions as necessary and assures staffing levels are maintained and continues to evaluate staffing needs submitting requests for additional staff and/or backfill vacant positions. Manage supplies and equipment inventories and assures equipment is maintained and in working order. Complete annual performance reviews and proficiencies in a timely manner and effectively maintains competency files to assure competency and safe practice for assigned staff. Perform human resource functions including performance-based interviewing for selection of staff in a fair, unbiased and diverse environment. Promptly submits documentation for staff promotions and awards per organizational approved time ranges. Effectively addresses disciplinary problems and closely collaborates with Employee Relations to resolve issues. Maintain working knowledge of relevant labor partner contracts, abides by the contract, laws, regulations, and Directives. Implement action plans to assure performance measures are met to improve organizational performance. Assure a safe patient environment and immediately corrects deficiencies. Submit reports and data conducive to recruitment and retention of staff. Qualifications Basic Requirements: English Language Proficiency. In accordance with 38 U. S. C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i. e., Puerto Rico) of the United States, or the District of Columbia.
