Summary This position is located within Veterans Health Administration (VHA), VA Mid-Atlantic Healthcare Network (VISN 6), Central Virginia VA Health Care System (CVHCS), at the Fredericksburg Health Care Center (FXHCC). This position is responsible for assisting the Deputy ADPCS of the FXHCC with health care operations, budget, personnel management, public and community partnerships, affiliate relations, accreditation and regulatory compliance. Responsibilities Major duties include but are not limited to: Serves in the capacity of principle liaison for the Deputy ADPCS in matters concerning clinical and administrative services and much time is devoted to this work and to day-to-day resolution of problems that arise and consulting to clinical and administrative services. Responsible for initiating or coordinating corrective action when budgetary or other administrative deficiencies are identified. Conducts management studies of organizational entities with critical problems; conducts and integrates cyclical management studies and conducts studies in connection with systematic internal reviews and management briefings in order to formulate recommendations that result in greater efficiency and economy of operations. Conducts studies that analyze problems of workload, work distribution, workflow, work controls, overtime usage, essentiality of work, and staffing requirements. Analyzes a wide range of processes with long-term goals and results; makes use of basic and advanced quality tools to accomplish analysis such as using VHA and other data sources (i. e., KLF, ProClarity, VISTA, EPRP data, CPRS, Access databases). Assists in the formulation, presentation, execution, and analysis of organizational budgets. Performs in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-offs, and exploring alternative methods of funding. Participates in the development and implementation of both long- and short-term policies and plans for the health care delivery system, giving special consideration to the integration of internal administrative and clinical policies, to the standards. Contributes to the development of structures, systems, and processes for the overall health care delivery system. Develops and coordinates internal review systems to assure that both clinical and administrative activities are following standards set by various accrediting and regulatory groups and higher agency authorities. Ensures the integrity of data relevant to the areas of the Deputy ADPCS, including, but not limited to specialty clinic practice management, efficiency opportunities of the various clinical models (including laboratory, radiology, specialty clinic visits, etc.), staff labor mapping, person class assignments and reviews, specialty clinic and individual provider productivity. Individual Occupational Requirements for Occupational Series 0671: To qualify for this position, applicants must meet the basic requirements as described below: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (transcripts required) OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the basic requirements, applicants must meet one year of specialized experience at the next lower grade level (GS-11) to qualify at the GS-12 grade level. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the specialized administrative requirements of a health care delivery system, and sufficient knowledge of clinical practices, procedures, and standards; skill in applying analytical and evaluative methods and techniques to issues related to the efficiency and effective
