POSITION DUTIES & RESPONSIBILITIES:

This position is a professional Health Educator Consultant that will serve as the Program Manager for the Tobacco Prevention Program. The Program Manager is responsible for providing health promotion, public policy, and public health education services in Broward County and is under the direct supervision of the Assistant Director in the Community Health Division of a large County Health Department. The Program Manager is responsible for coordinating the development, implementation, and evaluation of tobacco prevention policy solutions that support the development of policy and environmental changes.

The Program Manager is responsible for all supervisory duties including, but not limited to recruitment and selection, developing performance plans, conducting performance appraisals, planning, directing work, approving leave, and taking disciplinary action as appropriate within the Tobacco Prevention Program. The Program Manager motivates employees to improve the quality and quantity of work performed. The Program Manager is responsible for counseling staff and approving direct report's timesheets.

The incumbent is responsible for leading the planning of annual workplan deliverables and ensures that all deliverables are met. The incumbent will be responsible for developing all written reports including but not limited to annual workplans, quarterly reports, strategic plans, and grant applications. The Program Manager will serve as a Level 4 Budget Manager to include the preparation and monitoring of annual budget for the assigned program area.

The Program Manager must possess effective coalition building skills to lead and steer the Tobacco Free Partnership of Broward County. The incumbent will be responsible for supporting tobacco prevention and control policy areas including but not limited to the areas of Tobacco Cessation Access, K-12 Schools, Tobacco Free Organizations, Tobacco Free Public Spaces, Smoke-free Multi-Unit Housing, Point of Sale Advertising, Tobacco Free Partnerships and Students Working Against Tobacco (SWAT) in accordance with the Bureau of Tobacco Free Florida.

The incumbent will work closely with program staff on the coordination, implementation and evaluation of all strategies and activities as outlined in the Bureau of Tobacco Free Florida workplan to address all assigned policy areas for a metro sized county. Additionally, the Program Manager confers with the Assistant Community Health Director to complete and submit quarterly reports in the Automated Tobacco Activity Collection System (ATACS), special reports, end of year reports and other requests for program specific information. When necessary, the Program Manager will prepare presentations and facilitate internal and external meetings, trainings, and workshops.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

Experience supervising paid staff.

Experience with public health program implementation.

Experience developing written reports.

Experience delivering presentations in a large community setting.

PREFERRED QUALIFICATIONS

Bachelor's Degree from an accredited college or university in Public Health, Health Education, Public Administration, or related field.

Experience developing written reports, deliverables, and correspondences.

Experience leading a community coalition.

Experience planning and conductinglarge community outreach events.

Experience with budget development and management.
