Are you interested in helping address one of emergency medical services (EMS) largest challenges-expanding the EMS workforce? Maine EMS is seeking an EMS education and training professional who can facilitate the creation of a statewide EMS Explorer Program targeted at persons aged 16 - 24. You would be responsible for drafting rules, policies, and procedures related to the program as well as developing educational content and learning objectives that will be required prior to pa rtici patio n. Maine EMS' intentions are to give young persons, and others, the opportunity to gain exposure to the EMS system and what it is like to provide pre-hospital care. Giving interested people the opportunity to explore the career field, within a very narrowly defined scope under direct clinical supervision, prior to making the full investment to become a licensed clinician.

Primary responsibilities include:

Draft and implement state EMS statutes, rules, and polices in cooperation with regional EMS councils, boards, training centers, office staff, and committees regarding EMS Explorer

Programming and EMS Junior Program.

Collaborate with partner government agencies and external partners (e. g., Maine EMS Board (Board), educational facilities, Maine DHHS, Maine Community College System, EMS agencies, etc.).

Create clearly defined learning objectives, with input from the Maine EMS Education Committee, Medical Direction and Practices Board (MDPB), Staff, and the Board for a statewide Explorer Program.

Draft a scope of practice for the EMS Explorer Program to be presented to the MDPB and the Board.

Plan, design, and coordinate training program curricula for identified training populations to develop effective courses of instruction for those interested in participating in the Maine EMS Explorer Program.

Work collaboratively with colleagues within the office to support Maine EMS programming and to ensure consistency among the office and delivery of the training.

Represent the office and report on work products to supervision, the Board, as well as internal and external stakeholders/partners.

Other duties as related to the provision of EMS education (e. g., EMS educational institution inspections with other educational coordinate, review of applications for EMS educational institutions, CEH development, etc.).

Skills or knowledge required:

Knowledge and experience of process improvement

Knowledge of EMS systems

Knowledge of Systems of Care

Significant familiarity with EMS education

Knowledge and experience working with multi-generational learners

(specifically young persons)

Knowledge and experience regarding training methods and techniques Knowledge and experience with education development

Knowledge of statute, rule, and policy drafting

Knowledge of the educational infrastructure of the Maine EMS system Knowledge of emergency management, law enforcement, fire, and EMS Knowledge of contractual agreements

Knowledge of Maine State Training Center Standards

Strong communication skills

Familiar with MS Office Suite

Ability to develop, conduct, and evaluate training programs

Ability to manage training advisory groups/committees

Ability to plan, set, and administer program goals and objectives

Ability to collaborate with multiple stakeholders with competing priorities

Minimum qualifications:

A Bachelors Degree in Human Resource Development, a Social Science, Business/Public Administration, or related field and four (4) years staff development experience to include assessing training needs, developing training curricula, and implementing training programs. Equivalent experience may be substituted for education on a year-for-year basis.

Preference will be given to those applicants:

Maine EMS Instructor Coordinator Certification

National Registry of Emergency Medical Technician's Certificate or Maine EMS License as an Advanced EMT or Paramedic.

Five (5) years of experience in EMS training and education

Master's Degree in Human Resource Development, Social Science, Business Administration, Public Administration, Public Health, and/or Education
