About the Job

We are looking to hire a Rental Assistance Program (RAP) Supervisor in Portland, Oregon. The RAP Supervisor will monitor all aspects of daily program operations and oversee client support services. They will provide direct skills training and coaching within skill areas including but not limited to independent living/self-sufficiency, education, navigating the medical community, community living, and/or as assigned. The RAP Supervisor will motivate individuals with serious mental illness to transition into their apartments and once placed, maintaining that apartment and will be responsible for negotiations with the landlords around total rent, deposits, etc., as well as facilitating any one-time payments as needed. They will strive to close the gap created by cultural or language barriers and demonstrate active listening and empathy skills and have basic knowledge of the mental health system, including public and community services.

Vocational Training Program

For applicants starting as a QMHA-R, ColumbiaCare offers a Vocational Training Program to accelerate the training, on-the-job experiential learning, and testing preparation for qualified employees to achieve the 1000 supervised hours required to complete their certification as a QMHA-I. Through this program, this certification can be achieved in as little as 6 months. This is an optional program.

Work Schedule: Monday through Friday, 8:30am – 5:00pm (Full Time, Day)

What You'll Make

$5,000 - $6,000 per month DOE/Credentials.

Additional 5% Language Differential offered for Bilingual or Multilingual candidates (Spanish/English desired).

About the Program

Our Rental Assistance Program (RAP) is designed to help high-needs individuals obtain independent housing in the community. Clients have a diagnosis of serious mental illness and are stepping down from higher levels of care. These individuals typically face many barriers to obtaining housing and it's our focus is to help them to overcome those obstacles.

ColumbiaCare Services is a qualifying employer for the Public Service Loan Forgiveness (PSLF) Program. QMHA employees are also eligible to apply for the Oregon Behavioral Health Loan Repayment Program.

What You'll Need

  • Must be eligible for Qualified Mental Health Associate (QMHA) registration. Eligibility requires 1 out of 3 Criteria below:
    1. Bachelor's degree in Behavioral Science: Psychology, Counseling, Social Work, Human Development, or related field;
    2. OR minimum three (3) years of verifiable behavioral health experience working with individuals with behavioral health needs in a supervised setting;
    3. OR equivalent combination of behavioral science education in addition to satisfactory supplemental behavioral health experience and training
  • TWO (2) years of supervisory experience is preferred

If not already registered as a QMHA through the Mental Health & Addiction Certification Board of Oregon (MHACBO), we will assist you in registering within 30 days of hire.

Vocational Training Program: Employees in the optional Vocational Training Program will have additional training expectations to meet the requirements for QMHA testing.

Successful applicants MUST have the ability to pass a DHS criminal background check.

Physical Requirements: This position requires the ability to frequently sit, talk, listen, and use hands and fingers. It may require the ability to occasionally walk, climb stairs and ladders, bend, stoop, squat/kneel, and perform other physical tasks as applicable; as well as lift, carry, push, and pull up to 30 pounds.
