The Associate Vice President of Facilities Planning, Design, and Construction at the College of Southern Nevada (CSN) is tasked with overseeing and guiding the comprehensive management of planning, design, and construction for all college facilities. This role ensures that all projects align with CSN's strategic vision and adhere to established master plans. Key Responsibilities include:
Project Oversight:
- Manage and coordinate projects from inception through to completion, including programming, design, construction documentation, permitting, bidding, and construction administration phases.
Leadership and Coordination:
- Provide leadership and direction to the facilities team, fostering an environment of collaboration and excellence.
- Coordinate with licensed Architects, Engineers, and the State Public Works Division (SPWD) for project execution.
Quality Control:
- Ensure high-quality standards in construction documents and during the actual construction process.
- Implement and maintain quality assurance processes.
Budget and Schedule Management:
- Develop project budgets, oversee financial expenditures, and ensure adherence to budgetary constraints.
- Create and enforce project schedules to meet deadlines.
Strategic Planning:
- In both short-term and long-range facilities planning to align with the College's growth and needs.
- Oversee the development of lease spaces, ensuring they meet the educational operational requirements of CSN.
- Oversee the deferred maintenance project backlog.
- Maintaining Facility Condition Index for CSN's portfolio of buildings.
- Oversee the Capital Planning Program.
Policy and Procedure Development:
- Develop, maintain, and assess policies, procedures, and standards affecting facilities management, construction, and design.
Team Management:
- Direct, support, and provide leadership to staff involved in facilities management, promoting professional development and goal attainment.
Required Qualifications
- Master's degree in Architecture, Engineering, Construction Management, or a related field from an accredited college and/or university; or equivalent combination of education and experience.
- 4 years of comparable experience in facilities, construction project management (i.e.: understanding business principals, managing staff, reviewing revenue and expense reports, project management, forecasting resource requirements, developing strategic plans, and communicating to all stakeholders at every level in an organization).
- 2 years of related supervisor experience.
- An equivalent combination of education and experience can be substituted for minimum qualifications.
Preferred Qualifications
- Professional licensure (e.g., PE, architect) or master's degree in related field.
- Experience working with external contractors, vendors, subcontractors, and governing agencies.
The ideal candidate should possess the following knowledge, skills, and abilities:
- Must be a strategic thinker with exceptional organizational skills, capable of navigating complex projects while ensuring compliance with all legal, environmental, and educational standards.
- Skilled to act as a key liaison between the college, contractors, regulatory bodies, and other stakeholders.
- Ability to advocate for strategic transformation and ensure both internal and external communications actively and consistently support it.
- Ability to assess the organization's success at delivering on its leadership vision on an ongoing basis.
- Able to reinforce appropriate leadership behavior through internal initiatives designed in response to employee feedback.
- Accountability for creating an organizational depth of outstanding leaders, improving employee satisfaction, and enhancing employee relations.
- Knowledge of how to create a positive work culture.
- Proficiency in managing large departments including resource oversight, supervising staff, tracking assets, providing daily guidance, and setting goals.
- Knowledge of managing vendor and contractor performance, resolving disputes, quality control, employee relations, advocating for the College, addressing performance deficiencies in real time, post contract award monitoring, and mediating vendor performance.
- Knowledge of applicable codes, laws, policies, governing agency requirements, and procedures related to construction projects.
- Ability to manage day-to-day aspects of construction, engineering, project management, and architects, which includes College employees and external providers.
- Ability to review contracts to ensure contracted service providers are providing agreed upon services at the negotiated prices.
- Ability to manage multiple department budgets.
- Experience with the Microsoft Office suite including Word, Access, Excel, and Power Point, as well as knowledge of Workday.
- Ability to collaborate with college departments and stakeholders to promote participation in decisions that impact faculty, staff, and students.
Schedule
Monday through Friday, 8:00 am to 5:00 pm with variations as required for business purposes.
