Description

Are you a highly motivated and experienced planner with a passion for driving impactful change? The Development Approvals and Inspections (DAI) section is seeking an Implementation Lead (Planner II) to play a key role in supporting the implementation of critical projects and initiatives related to land use planning, policies and procedures. In this dynamic role, you will lead and manage complex projects, ensuring the successful execution of service and process changes resulting from evolving policies and regulations. You will collaborate with diverse stakeholders, leverage your expertise in project management and change management, and contribute to the advancement of the City's strategic goals. What will you do?

  • Lead and manage complex implementation projects related to land use planning, Zoning Bylaw amendments, permits and licensing processes, throughout the project cycle including planning, execution, monitoring, and closure
  • Assemble the project team, establish project goals, timelines, and performance measures in collaboration with team
  • Apply expertise to implement the Zoning Bylaw, creation of new or changes to existing policies and procedure, and/or programs within the Development Approvals and Inspections section, and ensure project management and change management practices are applied
  • Working collaboratively with a range of stakeholders to implement policies, procedures, programs and/or improvements
  • Actively support continuous improvement initiatives by identifying the areas where continuous improvements are required and making recommendations or implementing changes to improve the service delivery
  • Conduct research, collect and analyze data, and develop solutions to complex issues
  • Develop and deliver staff training and preparation of communication materials (e.g. presentations, newsletters, standard operating procedures, job aids)
  • Participate in and lead cross-departmental project committees or teams as needed
  • Lead procurement services, supervise consultants, and manage project contracts and budgets as needed
  • Provide mentorship and support to junior team members
