Shape the future of our city! We're seeking a highly motivated and collaborative Development Engineer Industrial, to play a key role in driving economic growth and development. Reporting to the Senior Development Engineer - Industrial, you will be the crucial link between the City and the private development industry, coordinating and advancing the development and servicing of industrial land.
Your work will directly contribute to the construction of new municipal infrastructure, ultimately delivering fully serviced industrial lots that meet market demands, fuel city growth, increase tax revenue, and provide significant economic benefits. This exciting opportunity involves negotiating and preparing Servicing Agreements, ensuring regulatory compliance, managing finances, coordinating engineering reviews, supporting infrastructure programs, and resolving complex technical and financial issues. What will you do?
- Negotiate terms and prepare Servicing Agreements with industrial developers, business owners, and landowners on behalf of the City and utility agencies
- Ensure that the conditions of subdivision and/or development permit have been properly addressed within the Servicing Agreement
- Determine the required securities, inspection fees, and other payments required to be collected
- Coordinate the review of Servicing Agreements with Legal services and other relevant stakeholders at the draft stage
- Collect and process payments, and authorize the disbursement of funds collected
- Review and evaluate existing Servicing Agreements and authorize the reduction and release of securities at critical milestones
- Ensure that all obligations of existing Servicing Agreements are met, including monitoring and enforcement, and pursuing remedies when necessary
- Manage projects by ensuring that critical information is properly tracked, recorded, and followed-up on, including update of the Servicing Agreement Portal (eServices)
- Chair weekly pre-circulation meetings for engineering drawing submissions to determine if they are suitable for formal circulation
- Mediate and resolve issues that arise during drawing reviews between City, utility agency reviewers, consultants, and developers
- Review engineering drawings to determine the infrastructure and any special provisions that need to be included in the Servicing Agreement
- Investigate, prepare, and provide clear and transparent responses to inquiries on servicing, development levies and charges, planning and development processes, and other land development requirements
- Support the Senior Engineer in management and administration of the Industrial Infrastructure Cost Sharing Program (City Policy C592A) and the Revolving Industrial Servicing Fund (City Policy C533A)
- Stakeholders include developers, landowners, engineering consultants, solicitors, real estate agents, City Council, other City departments, utility agencies, and the general public
- Perform additional related duties as required
