SENIOR BUSINESS CONTROLS MANAGER- Enterprise Programs WHAT IS THE OPPORTUNITY?
This position will report to City National Bank's ("CNB") Business Controls Officer ("BCO") for Consumer Banking; however, this role will be responsible for ensuring successful adherence to and implementation of assigned enterprise-wide programs, working with the BCOs (and their teams) for Commercial Banking, Entertainment Banking, and Private Banking, as well as operational and support functions. This role will assume a pivotal role as an advisor and partner within the first line of defense, for both Consumer Banking and other business / support functions, as appropriate. Responsibilities will encompass issue identification, control design and implementation, gap assessment and other analyses to ensure policy and regulatory adherence, etc., leveraging industry best practices and regulatory insights. This role is expected to contribute constructively and balance business objectives with associated risks, ensuring alignment of business strategies with CNB's risk appetite and established limits. The ideal candidate must have demonstrated experience across consumer banking activities (e.g., community lending), as well as with pertinent regulatory matters (e.g., the Community Reinvestment Act, UDAAP, etc.), and be able to work collaboratively across different businesses and lines of defense in a matrixed environment to help influence successful enterprise-wide outcomes, consistency of programs, etc.
WHAT WILL YOU DO?- Responsible for the development and implementation of new programs/strategies, implementation of regulation, rules, and risk management requirements
- At the direction of the BCO for Consumer Banking, act as the designated point of contact within 1LOD for assigned enterprise programs
- Design, develop, and/or implement business-specific controls, for assigned programs, to strengthen the overall control environment and ensure identified risks are mitigated to an appropriate level; identify shared controls that can be consistently implemented across different businesses and support functions, for assigned programs; contribute to control testing engagements; and, support other control-related activities.
- Advise on, develop, and/or deliver role-based training to support policy and/or regulatory requirements, as directed by the BCO for Consumer Banking
- Analyze, evaluate and periodically review current risk management practices across the organization, including activities at network affiliates. Collaborate closely with colleagues across the 2nd and 3rd lines to strengthen the control environment and enhance risk management practice

- Develop and implement first line monitoring screens that provide practical and actionable insights to the business line, as directed by the BCO for Consumer Banking.
- Execute essential risk program functions, including Risk and Control Self Assessments (RCSA's), Key Risk Indicators (KRI's), Issue Management, Operational Losses, and more. Provide informed and valuable risk and control perspectives to executive management.
- Contribute to the development of a robust risk culture, risk conduct, and risk literacy within the first line of defense, including design and implementation of preventive and detective controls relating to Risk Banking activities
- Lead team members in conducting research, analyzing and interpreting data and information to support strategies, initiatives, organizational planning and business model adjustments.
- Act as the business teams' liaison for all business line risk management, compliance activities, legal engagement, and internal or external audits.
- Act as a liaison representing Business Control Office at both internal and external meetings; establishing and cultivating strong working relationships with all stakeholders. Attend meetings with and/or in place of SVP BCO, provide feedback and escalate decision.
- Build and sustain effective relationships and alliances both internally and across all lines of business and staff areas to help deliver results and to ensure opportunities are identified, analyzed and managed appropriately. Understand interdependencies to achieve success.
- Partner with team members to contribute concise communication materials for senior management. Develop presentations for internal and external meeting that are compelling, concise, and graphical to convey message.
- Prioritize organizational risk management objectives.
- Direct special projects as necessary.
- Facilitate audit and examination activities.
- Cultivate and grow risk talent within the organization through coaching, mentoring, and occasionally assisting with review of applicable training.
- Bachelor's Degree or equivalent
- Minimum 10-12 years managing projects
- Minimum 10-12 years within or related to financial services
- MBA, JD, or other advanced degree (e.g., JD, MBA, Masters, etc.) preferred
- 8-10 years of experience managing projects
- 8-10 years in a role requiring complex problem solving
- Strong interpersonal and influencing skills - and ability to interact with colleagues at all levels in a peer-like way, and achieve goals without direct control over resources
- Strong emerging end-to-end generalist problem solving skills, e.g.,
- Defining and deconstructing problems
- Prioritizing issues and analysis
- Structuring and building quantitative and qualitative/conceptual analyses
- Knowledge in Financial Services, Project Management
- Demonstrated ability to Influence change, build relationships, communicate effectively, work under pressure, manage multiple priorities and deliver high caliber results.
- Proficiency with MS Excel and PowerPoint
- Excellent time management, organizational, and prioritization skills and ability to balance multiple priorities.
- Diverse problem solving experience
- An outstanding ability to analyze problems, apply quantitative analytical approaches, communicate effectively and confidently (both oral and written), work well in cross-functional teams
- Quick learning ability, outstanding analytical skills and a structured way of thinking, your attention to details is exceptional
- Operate well under stress, even faced with tight timelines for ambitious deliverables Significant experience in driving operational change with front line to senior leadership personnel
- Excellent relationship and stakeholder management skills
- Be able to handle uncertainty well, and are able to simplify complexity
WHAT'S IN IT FOR YOU? Compensation Starting base salary: $127,626 - $237,014 per year. Exact compensation may vary based on skills, experience, and location. This job is eligible for bonus and/or commissions.
