Position Summary  

The Facilities Development Manager is an exempt position reporting directly to the Executive Director of Campus Operation. The role is critical to Campus Operations in planning, design, construction, maintenance, and operations of campus infrastructure, including mechanical, electrical, plumbing, utilities, solar panel installations, and building envelope.

Pay, Benefits & Work Schedule  

Position Salary Range: $81,734/year - $118,514/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hire starts no higher than $90,929/year based on Bellevue College Exempt salary schedule.

About the Department  

Bellevue College Campus Operations is responsible for capital design, construction, maintenance, custodial services, landscaping, warehouse/delivery, and all operations of campus facilities, systems, utilities, and infrastructure.

Essential Functions  

Manage Planning and Maintenance

  • Lead Campus Operations maintenance crew in customer service-oriented response to on-going stewardship of campus buildings.
  • Serve in Continuity of Operations (COOP) procedures in case of emergency or inclement weather conditions.
  • Lead maintenance work planning to balance preventive maintenance and emergent requests on weekly, monthly, and quarterly basis.
  • Review and maintain as-built and warranty information for all campus infrastructure systems, including buildings and utilities.
  • Develop working relationships with external authorities. Having jurisdiction including City of Bellevue, local fire department, King County, and State Board of Community and Technical Colleges (SBCTC).
  • Demonstrate understanding familiarity with SBCTC requirements for scope, schedule, and budgeting of infrastructure improvements in major maintenance and capital projects.
  • Provide engineering review and approval of all assigned project contract transactions including changes to cost and schedule as well as potential delay claims. Recommend corrective action for deficiencies if identified.
  • Work closely and proactively with Public Safety and internal stakeholders to troubleshoot and organize required responses.
  • Serve on Campus Operations leadership team's committee for implementation, training, and communication of new DirectLine / MegaMation work order system.
  • Select, hire, evaluate and direct work of vendors, consultants, and contractors for planned and emergent maintenance and infrastructure repairs.
  • Coordinate annual Facility Condition Survey with SBCTC staff to accurately communicate and advocate for funding opportunities.
  • Develop quarterly work plan with Maintenance Specialist 5 and monitor weekly progress.
  • Lead staff recruitment, training, development, work planning, work assignments, performance evaluations, corrective action (as required) for Maintenance group. 
  • Develop regular reports on projects progress for SBCTC and Executive Director of Campus Operations.

Design, planning, and budgeting

  • Assist Executive Director and the department with programming and development of scopes of work for both maintenance and capital projects; review and evaluate vendor, consultant, and construction proposals; manage cost estimating for annual budgets and specific capital and maintenance projects.
  • Identify and determine corrective measures for actual or potential building system failures including water intrusion, expansion/contraction/drainage issues. Recommend steps necessary to stabilize or correct problems.
  • Evaluate submittals prepared by consultants and/or contractors for design of new buildings, major renovations, or maintenance projects.
  • Assist in planning, developing, and coordinating large and complex capital and maintenance projects.
  • Review all design and construction projects to ensure compliance with all applicable codes, standards, and contract documents.
  • Review and approve material submittals and change orders for both capital and maintenance projects as required in collaboration with Campus Operations staff.
  • Participate in regular updates of design and construction standards for use by vendors, consultants, and contractors in mechanical, electrical, plumbing, utility, energy systems, roofing, and water intrusion issues.
  • Work closely with Office of Sustainability to plan and implement continued sustainable design, construction, and operations features.

Construction

  • Assist Campus Operations staff with construction tasks including monitoring and reporting conditions and progress of construction or maintenance projects.
  • Develop recommended solutions for construction and maintenance issues.
  • Act as project manager for maintenance and small capital projects that focus on infrastructure, utilities, energy, building envelope, and others as identified. Responsibilities will include budgeting, scheduling, directing consultants work, coordinating bidding process, administering construction, and processing of applications for payment. Work closely with State's Department of Enterprise Services (DES) project management team on capital projects.
  • Verify the completion of project and ensure all final project documents are received, approved, and retained.

Minimum Qualifications  
  • Bachelor's degree in engineering, architecture, or building construction from accredited college or university. Relevant experience may substitute for the degree requirement.
  • Minimum four (4) years of experience managing capital projects and maintenance of multiple buildings in campus setting or equivalent.
  • Demonstrated knowledge of theory, principles and practices of engineering and architecture related to design and construction of buildings, including HVAC, electrical and structural engineering concepts.
  • Demonstrated knowledge of facilities planning and construction management processes and procedures.
  • Have a valid driver's license with two (2) years of driving experience.
  • Possess a Project Management Institute (PMI) certification or obtain within one (1) year of employment. 
  • Proficient in MS Office Suite (Word, Excel, Outlook, PowerPoint), and construction software such as Bluebeam, Revit or equivalent.
  • Demonstrated effective verbal and written communication skills, and customer service skills.
  • Demonstrated experience working with individuals of diverse cultural and socioeconomic backgrounds.
Preferred Qualifications  
  • Have U.S. Green Building Council Leadership in Energy and Environmental Design (LEED) accreditation.
