Position Summary  

The Director of Student Care and Community Standards is a full-time, exempt position which upholds the Student Conduct Code of Bellevue College and serves as the primary Student Conduct Officer Designee for the College. This position leads the Care Team (behavioral intervention team) and provides strategic vision and supervision to the Gender-Based Violence Prevention Coordinator.

This position investigates and adjudicates reported student misconduct. This position plans, develops, executes and evaluates workshops, trainings and interventions to educate students, faculty and the Bellevue College community about student rights and responsibilities and gender-based violence prevention. The Director of Student Care and Community Standards will serve as Chair for the Care Team, responsible for the administrative management of cases and the Team. This position works closely with Public Safety, Title IX, Student Affairs units, Academic Affairs, and the Assistant Attorney General.

This position sits on the Risk Management Committee, Coordinated Community Response Team, and Clery Committee, amongst others. This position assists with creating and revising policies and procedures, in coordination and collaboration with other college departments and programs, and working with community providers to create referral resources for students.

Pay, Benefits & Work Schedule  

Position Salary Range: $84,595/year - $122,663/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hire starts no higher than $94,112/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position is exempt from the overtime provisions of the Fair Labor Standards Act, which means that you are not eligible for overtime pay.

Student Care and Community Standards is dedicated to enhancing the student experience by providing comprehensive support and fostering a campus culture of respect, responsibility, and inclusivity.

Through the Care Team and Student Conduct Code, staff support well-being through personalized care, educational initiatives, and advocacy for a safe and healthy community. In collaboration with campus partners, we provide education programming to prevent gender-based violence, offer resources for conflict resolution, and assistance in navigating challenges that may impact academic or personal success. Essential Functions  

Implement Student Conduct Code of Bellevue College

  • Coordinate and implement the student conduct program.
  • Revise the Student Conduct Code and align policies, as needed.
  • Serve as the primary and lead student conduct officer for Bellevue College.
  • Conduct meetings with students regarding behavior concerns and reported violations of student conduct policies.
  • Investigate reported student conduct violations, initiate disciplinary action, make findings, determine sanctions as appropriate, and communicate to students in accordance with the Student Conduct Code.
  • Represent the College and present cases in hearings and appeals.
  • Coordinate and implement training for other student conduct officers, conduct review officers, student conduct committee, and housing staff.
  • Facilitate informal resolution processes to address student conflicts as appropriate.
  • Collaborate with campus offices, serve as a resource, and support students, staff, and faculty to address student behavior concerns.
  • Conduct outreach to promote understanding of the Student Conduct Code and reporting behaviors of concern.
  • Maintain website and online resources for student conduct.
  • Participate in campus threat assessment processes and bias incident responses involving students.

Gender-Based Violence Prevention Supervision and Programming

  • Provide strategic direction for the Gender-Based Violence Prevention Coordinator.
  • Ensure compliance with Department of Justice grant regulations.
  • Assess the effectiveness and efficacy of Gender-Based Violence Prevention Coordinator's grant implementation plans.
  • Monitor and approve grant-related expenses.
  • Approve expenditures for the Gender-Based Violence Prevention Coordinator, ensuring compliance with State and Federal regulations.
  • Serve as the designated Project Supervisor for the Department of Justice grant by the Office on Violence Against Women.
  • Oversee the services provided by DAWN (Domestic Abuse Women's Network); manage the memorandum of understanding.
  • Support the educational programming offered by the Gender Based Violence Prevention Coordinator; take the lead in their absence.

Facilitate CARE Team

  • Serve as the chair of the Bellevue College Care Team (behavioral intervention team).
  • Provide leadership and accountability for members of the CARE Team.
  • Facilitate weekly CARE Team meetings.
  • Coordinate resources and implement trainings for members of the CARE Team based on current best practices.
  • Provide case management for concerns referred to the CARE Team by monitoring and tracking individual cases to ensure compliance with recommendations, conduct ongoing assessment, and address new or emerging concerns as they arise.
  • Respond to developing and ongoing situations to ensure the safety of the College community.
  • Refer staff, faculty, and students to college and community resources.
  • Conduct assessment and identify usage trends in preparation for yearly and other reports.
  • Conduct educational workshops, presentations, and other campus outreach as needed.
  • Maintain the Report Concerns website and other online resources for the Care Team.
  • Provide support to Workforce Education by reviewing student emergency grant applications and connecting students to essential basic needs resources each quarter as requested.

Communication and Collaboration

  • Collaborate with college and community stakeholders to implement college processes and communicate effectively.
  • Serve on the Bellevue College Risk Assessment Team, Clery Committee, Coordinated Community Response Team (CCRT), College¿s crisis response team, and VAWA Grant Team.
  • Provide campus, division, department, and student trainings as needed.
  • Represent the college/department at National, State, and regional functions and committees.
  • Build support networks and partnerships between students, faculty, and staff.
  • Communicate effectively with students, faculty, staff, and administration.
  • Consult as a department subject matter expert with college departments as needed.

Policy Implementation & Compliance

  • Develop and implement hazing-specific educational initiatives and ensure campus compliance with HB 1751 (Sam's Law), including maintaining a hazing prevention website, reporting process and data, and supporting the hazing prevention committee (BC 2100 and 2100P).
  • Serve as designee for the student Requests for Accommodations for Reasons of Faith & Consciousness (BC 2950 and 2950P).
  • Implement the Registered Sex Offender Notification process (BC 1600 and 1600P).
  • Serve as liaison with King County Sheriff Registered Sex Offender Unit.
  • Revise and align these policies and procedures, as needed.

Administrative

  • Administer the Maxient database as lead administrator for the college and provide training to campus users.
  • Maintain student discipline, Care Team, and other administrative records in accordance with records retention policies and FERPA.
  • Create yearly department goals and forecast resource needs for the department.
  • Participate in staff/team meetings and Student Affairs Cabinet.
  • Interpret and implement institutional, state, and federal policies, procedures, and regulations as applied to the College.

Other

  • Perform other duties as assigned.
     
Minimum Qualifications  
  • Bachelor's Degree from an accredited institution. Any combination of relevant education and professional experience may be substituted for the educational requirement on a year-to-year basis.
  • One (1) year experience as a student conduct officer or other student conduct role in a higher education setting and four (4) years of related student affairs or higher education experience.
  • One (1) year experience interpreting and applying laws, rules, policies, and/or procedures.
  • Knowledge of student conduct processes, appeal processes, academic integrity, and/or Title IX.
  • Experience working in a collaborative team environment with diverse employees and student/customer groups.
  • Effective interpersonal skills in the areas of collaboration, team participation, creative problem-solving, and conflict resolution
    Demonstrated ability to use Microsoft Word, Excel, and Outlook
  • Demonstrated ability to use computers for data entry, web applications, searching the internet, and troubleshooting basic computer issues.
    Effective interpersonal, written, and oral communication skills.
  • Ability to interact with large groups and individuals at all work levels.
  • Commitment to diversity, equity and inclusion and the ability to work effectively in a diverse workplace and educational environment.
  • Flexibility of schedule and willingness to work select evenings and/or weekend.
Preferred Qualifications  
  • Master's Degree or equivalent experience in Higher Education, Social Work, Communication, Psychology, or related field from an accredited institution.
  • Two (2) or more years experience as a student conduct officer.
  • One (1)  year or more years experience participating on a behavioral intervention team.
  • One (1) year or more years experience developing or writing policies and procedures.
  • One (1) year experience supervising or leading the work of full-time employees.
  • Experience managing an online case management system such as Maxient.
  • Experience presenting workshops to students, college staff, and faculty.
  • Knowledge of student or human development theories and conflict resolution.
  • Knowledge of Clery Act, Campus Security Authorities, VAWA, FERPA, and other higher education law.
  • Familiarity with the mission and philosophy of community college education.
