The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as an Strategy Management Administrator. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. lives. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or a close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

This position: directly manages and actively participates in strategic planning; extensively collaborates with Executive Leadership Team; outlines high-level vision; overreaches goals, and organizational structures to implement the programs supported; tracks project performance through subordinate staff to ensure the successful completion of short and long-term goals; coordinates high-priority, transformational projects from concept to implementation using strategic and tactical methods; promotes practices that include the Division's Mission and Vision in all planning and includes member's input and shared cultural values; leads department's and Division's projects as established by the Assistant Director (AD) and the ELT; contributes to the strategic planning of Department's initiatives and projects; coordinates assignments; provides guidance, and monitors the Division's progress for various actions; conducts extensive and intensive research to support project objectives; determines needs and solutions, gathering and analyzing data. Under the general direction of the Chief Operating Officer this position delivers project management services, program development, and leadership development, including continuous improvement and succession planning strategies. The incumbent in this position: designs and develops a new or revised system to serve specific programs or administrative goals; designs an organization and staffing structure maximizing cost-effective utilization of human and material resources; recommends new systems, procedures, or organizational changes; makes recommendations to management through presentations or written reports.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential duties and responsibilities include but are not limited to:
• Serves as an advisor and thought leader to the DDD ELT. Provides an expertise in the form of knowledge, specialty skills, experience, and creativity. Performs work of unusual difficulty in conducting the design and implementation of major systems and programs including new approaches, program development, management, and operation. Performs related work as required.
• Directly manages and participates in strategic planning and continuous improvement. Collaborate with ELT to outline vision and goals. Tracks project performance. Coordinates high-priority, transformational projects from concept to implementation using strategic and tactical methods.
• Leads projects as established by the AD and ELT. Contributes to the strategic planning of Department's initiatives and projects. Coordinates assignments, provides guidance, and monitors the Division's progress for various actions. Conducts extensive and intensive research to support project objectives. Determine needs and solutions. Gathers and analyzes data.
• Delivers project management services, program development, leadership development and succession planning strategies. Designs and develops systems to serve specific programs or administrative goals. Designs an organization and staffing structure. Optimizes staffing structures. Recommends new systems, procedures, or organizational changes. Presents recommendations through presentations or written reports.
• Provides leadership, mentoring, coaching and direct supervision of assigned staff. Completes Performance Appraisals, authorizes leave, and approves ETE Time Cards for staff.

Knowledge, Skills & Abilities (KSAs):

Knowledge Of:
• Systems and programs in the area of assignment and of their purposes and variations in form, structure, and content.
• Use of balanced scorecards (BCS), strategy maps, tools and methods for problem solving and continuous improvement.
• The principles, concepts, and current practices of State government and government management, including legislative and administrative processes.
• State laws, rules, and regulations relating to the area of assignment. Strategic planning.
Skills In:
• Establish Conceptualization, design, planning, and development of various aspects of systems and programs in the area of assignment. Managing large-scale, cross functional projects in healthcare or a similar field.
• Written and oral communication skills. Eliciting information in support of project objectives. Interpersonal relations, as applied to contacts with officials, managers, and representatives of various agencies and organizations.
• Management and leadership techniques. Effective team management. High level of creativity, initiative, and motivation. Synthesizing complex information. Presentation; use of chart and graphic.
• Strong organizational skills.
• Managing large-scale, cross-functional projects in healthcare or a similar field.
Ability To:
• Manage multiple challenging projects simultaneously in a fast-paced work environment. Test and troubleshoot project elements in the area of assignment. Conduct research.
• Extract, compile, analyze, evaluate, and synthesize data.
• Present information effectively in support of project objectives
• Work independently as well as in a team environment. Lead and supervise.

Selective Preference(s):

The ideal candidate for this position will have:
A Bachelor's degree in related field. A minimum of 8 years of experience in Management, including the management of professional and administrative staff.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
