The Department of Economic Security, Office of the Director (OOD) / Governance and Innovation Administration (GIA) is seeking an experienced and highly motivated individual to join our team as a Rules Analyst, Legal & Administrative (Rules Analyst). Under the general direction of the Deputy Rules Administrator, this position performs duties of considerable difficulty in conducting legal research, reviewing and editing new or proposed rules, and providing technical assistance to Department staff involved in the preparation of proposed rules and developing agency rulemaking documents and reports in compliance with the Arizona Administrative Procedures Act. Travel may be required for state business.
This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meeting of expected performance measures.

Essential Responsibilities include but are not limited to:
• Conduct legal research and analysis of complex matters that impact DES rules, including federal and state laws, regulations, and legislation, in preparation of drafting documents to support rulemaking and reporting packages, including cover memos and moratorium exception requests, rules package workbooks, and other supporting documents.
• Conduct meetings with Divisions to advance rulemaking. Coordinate preparation of five-year review reports. Provide technical assistance to DES staff related to rulemaking activities; including review and editing of drafts, train Department staff, and provide procedural and technical advice regarding rules.
• Collect and analyze data relative to rulemaking and five-year review reports. Utilize a visual management system to track data and progress ensuring transparencies within the Rules Unit. Keep the Deputy Rules Administrator informed of current projects status and elevate issues or potential issues for mitigation.
• Conduct stakeholder input on rulemaking packages (formal and informal); Compile and coordinate addressing stakeholder comments including assisting Divisions with necessary or desired changes to the proposed rules as a result of stakeholder comments.
• Interact with other State agencies, members of the community, DES program personnel/administration, and public groups or bodies concerning various issues, topics, or problems affecting the DES rules
Knowledge of:
• The principles and practices of law as applied to rulemaking in Arizona.
• The body of law and policy affecting DES operations and responsibilities.
• The rulemaking process, including the requirements of the Arizona Administrative Procedures Act, the principles and functions of management, and the statutes, rules, and policies that apply to the Department and each of its Divisions.
Skill in:
• Writing and editing highly technical material to make complicated subject matter understandable to the public.
• Research and comprehension of legal and regulatory issues.
• Effective project management, organization, prioritization, and time management.
• Interpersonal and public speaking skills.
Ability to:
• Critical thinking. Ability to analyze, reason logically, and use independent judgment.
• Facilitate meetings.
• Identify high priority issues and how to elevate to leadership.
• Understand and relay complex issues both orally and in writing in a clear and concise manner.
• Utilization of Google Workspace.
The ideal candidate for this position will have:
• Experience and/or education (Bachelor's or advanced degree preferred) in the field of law, government, legislation, and/or regulatory issues. Training and/or experience in the rulemaking process, specifically the requirements of the Administrative Procedures Act.

• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.
• If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
