The Division of Child Care (DCC) is responsible for the development, oversight, and implementation of the Child Care and Development Fund State Plan, and additional federal child care relief investments which require states to ensure equitable access to high quality child care, focused on child development and well-being. DCC is seeking an experienced and highly motivated individual to join our team as a Provider Network & Support Manager. This position will lead and manage a team responsible for working with family child care home providers and non-certified relative providers who have successfully entered into a Child Care Provider Registration Agreement (PRA) with the Division to enroll and receive payment for children authorized for DES child care assistance through the Child Care and Development Fund (CCDF).

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

- Manage, train and mentor a team of Licensing Surveyor Supervisors and State Licensing Surveyors.
- Lead the development and implementation of a high-quality customer focused certification program.
- Serve as subject matter expert for all federal, state, and DES child care policy and regulations.
- Oversee the development, training, and implementation of all onboarding, monitoring and compliance functions.
- Develop training and implement standard work for all monitoring and compliance functions.
- Regularly collect, review and report data to identify trends with contract monitoring and compliance.
- Provide guidance and assist with difficult and challenging complaints and compliance cases.
- Collaborate and partner across administrations to advance the contract and monitoring program in preparing cases of misconduct or contract actions.
- Review and submit for approval all determinations for suspension or termination of family child care home providers and non-certified relative providers.

This position requires working in partnership and collaboration with city, county, community partners and state agencies including First Things First (FTF), the Department of Health Services (DHS), and Arizona Department of Education (ADE) to advance the early care and education system that includes both workforce and quality improvement strategies.

The position covers a large geographical area that requires travel to meet with and support onsite monitoring visits and technical assistance with the certified family child care home providers and non-certified relative providers.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Department policy and state statute, federal law and rules pertaining to multiple child care programs including Department of Health Services, Arizona Department of Education, First Things First and other DES programs, early childhood community programs and/or other resources which may be of help to families and providers.
- Methods/techniques used for effective case management, including time management, priority setting and policy controls, contract compliance and record keeping techniques.
- Basic health safety, sanitation, and requirements for early childhood and/or family settings.

Skill in:
- Effective supervisory practices and managing and developing people.
- Leading programs and initiatives including developing and implementing work plans and timelines.
- Systems thinking and aligning and connecting work to advance early and education systems.
- Navigating situations with minimal data and/or information and identifying or recommending the best course of action.
- Professional skills for successful interaction with the diverse makeup of the child care provider network.

Ability to:
- Listen and communicate easily with others in a manner which puts people at ease both orally and in writing.
- Work collaboratively with peers, other teams, and partners.
- Absorb, interpret and assimilate large quantities of data and written materials regarding state and federal laws, rule and policy related to client and provider eligibility for multiple programs.
- Assess unsafe situations and react quickly and appropriately.

Selective Preference(s):

The ideal candidate for this position will have:
- Five (5) years of managerial or supervisory experience in early child care and education systems.
- Bachelors or Master's Degree in early childhood education, child development, education, social work, family studies, or a closely related field is preferred.

- Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.
- Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
- Candidate shall have or meet the requirements to obtain prior to their first day of employment, a valid Level One Arizona fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1758.07 in order to work with children and vulnerable adults.
- If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver's License Requirements.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
