DES is seeking an experienced and highly motivated individual to join our team as an Intergovernmental Specialist. This position is responsible in supporting the agency's tribal community initiatives, collaborate with tribes and community organizations. Responsibilities include, but are not limited to, developing and strengthen relationships development, awareness, trainings and other relevant issues. They will serve as the division's Liaison with other organizations looking for solutions to resolve issues. The Intergovernmental Specialist is responsible for handling concerns and issues in an informal, confidential, neutral and non-partisan manner.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:
• Consults with tribal governments to ensure that concerns and impacts are carefully considered before DES or Department of Housing (DOH) acts or makes decisions affecting tribal communities. Identifies tribal considerations in the development of policy, program, and funding initiatives impacting tribal communities.
• Performs duties in a manner that supports the DES or DOH internal culture and mission. Provides guidance, coaching, mentoring, and oversees the Intergovernmental Liaisons within agency supporting agency divisions.
• Develops strategies to establish, implement and coordinate multi-agency policies and procedures regarding Tribal concerns and recommendations. Advises the Deputy Director for DES and the Deputy Director and Assistant Deputy Director of Programs for DOH respectively for expansion of programs and administrative policy affecting the Tribal entities.
• Ensures ongoing communication with tribal governments and tribal partners by responding to requests for information and providing technical assistance as it relates to the work of DES or DOH respectively.
• Provides information to the Agencies regarding Tribal concerns and recommendations. Design and implement special projects to ensure positive and productive outcomes.
Knowledge of:
• Policy development within a large multiple program agency including organization, communication and communication techniques.
• Tribal governments structures and operations.
• Culturally appropriate approaches to interpersonal and business communications with Tribal leadership and Tribal governments.
• External resources and community resources
Skill in:
• High degree of skill in areas of analysis, problem solving, formulation of alternatives and strategy development.
• Development and maintaining positive working relationships with agency managers, staff and members of Tribal governments and communities.
• Analyzing needs and situations and recommending innovative ways for addressing issues involving the Department and Tribal governments and/or communities.
• Preparing thoroughly researched and concisely and accurately written summary analyses, fact sheets and briefing papers.

Ability to:

• Develop and promote relations building with federal and state, non-profit and private agencies.
This ideal candidate for this position will have:
• Experience working with Tribes, Tribal organizations and/or communities and have a basic understanding of historical trauma and Tribal advocacy.
• This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver's License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
