The Department of Economic Security, Office of the Director (OOD) / Division of Community Assistance and Development (DCAD) is seeking an experienced and highly motivated individual to join our team as a Program Project Specialist 2 (Hunger Relief Program Inventory Specialist). Under the general direction of the Hunger Relief Program Manager, the Program Project Specialist 2 provides technical guidance and administrative expertise to agency staff and/or community organizations in the allocating, ordering, tracking, storing, distribution, oversight, and monitoring of a variety of commodities of over $60 million in USDA food commodities in the area of assignment.

This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meeting of expected performance measures.

Job Duties:


Essential Responsibilities include but are not limited to:

• Coordinate with United States Department of Agriculture (USDA) on funding amounts available for commodities for The Emergency Food Assistance Program (TEFAP) and Commodity Senior Food Program (CSFP). Allocate and manage USDA funding for TEFAP commodities to Regional Food Banks (RFBs) on a quarterly basis.
• Project USDA commodity orders each month for CSFP allocated caseload to ensure proper commodities are available at RFBs for food box delivery for CSFP clients based on the distribution list made available by USDA.
• Track and monitor all truckloads deliveries submitted in the Coordinated Hunger Relief in-box, receive confirmation from RFBs and submit information into USDA system within 24 hours of receipt of a delivery to a RFB. Monitor and track monthly reports on inventory counts to ensure federal regulations are met. Submit required reports described in hob summary.
• Coordinate, create and deliver training for RFBs and Distribution Sites (over 600 sites) on inventory processes and procedures to ensure federal regulations are met. May have contact with vulnerable adults and children.
• Conduct desk and on-site monitoring of federal regulations of RFBs on inventory at their warehouses and distribution sites throughout the state, monitor inventory procedures to ensure allocation of commodities are being distributed equitably throughout their service area. Travel is required.

• Federal USDA. Emergency Food Assistance Program and financial, programmatic and operational requirements.
• General administrative services pertaining to planning, fiscal, budget control and program management.
• Appropriate data gathering, summarization methods and report preparation.
• Customer service relations and monitoring community-based contract

Skill in:
• Presenting information and ideas clearly and effectively, both orally, and in writing.
• Listening to others as well as suggestions made.
• Maintaining complex record keeping systems and development of associated forms.

Pre-Employment Requirements:

• Employee shall obtain and maintain a valid Level One fingerprint clearance card issued pursuant to A.R.S § 46-141.

• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.
• If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
