The DES, Division of Child Support Services (DCSS) is seeking an experienced and highly motivated individual to join our team as a Contracts & Purchasing Manager (Procurement Services Supervisor). This position manages the division's Contracts and Purchasing Unit responsible for the timeliness, accuracy, and quality of all aspects in managing division contracts and purchasing products, including but not limited to statewide agreements, contracts, memorandums, purchase requisitions, and invoices.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

- Provide direct oversight to staff in carrying out a variety of contractual and purchasing related tasks.
- Draft contract actions, develop statements/scope of work, contractual terms and conditions, and Requests for Proposal (RFP) documents.
- Participate in vendor evaluation and negotiation activities.
- Serve as the main liaison between the Division, the Office of Procurement (OP), and the Office of Accounting on contract-related activities.
- Compile data, develop and compose a variety of reports on agency activities, functions, trends, conditions or volume of specific occurrences, as mandated or determined by State or Federal requirements.
- Collaborate with Federal, State and Local organizations and individuals to ensure the division is in compliance with established contractual, procurement, and accounting standards and assurances appropriate to the areas of responsibility.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Federal, State, Department, and Division laws, statutes, rules, regulations, policies, and procedures pertaining to governing contractual agreements and purchasing.
- Leadership principles and practices, and team building methodologies.
-Communication, conflict resolution, mediation and collaboration techniques.
- Effective oral and written communication.

Skills in:
- Applying principles and practices of work leadership and management.
- Building and maintaining professional relationships.
- Negotiate contracts, identify and analyze relevant issues and use judgment to determine and apply the appropriate remedies.
- Public speaking and dealing professionally with officials and other agencies.
- Critical thinking, analytical, and detail oriented.

Ability to:
- Manage and motivate staff with diverse skills, educational and cultural backgrounds.
- Efficiently control contract management work product, operations, quality and timeliness of work products.
- Interpret laws, rules, regulations, contracts, agreements, memos, and procurement vehicles.
- Engage in verbal and written, internal and external inquiries with tact, diplomacy, accuracy, appropriateness, and timely information.

Selective Preference(s):

The ideal candidate for this position will have:
- A Bachelor or Master's degree in business, public administration, management, contracts or related fields OR
- Three (3) plus years procurement experience for the State of Arizona or in the Private Sector.

Pre-Employment Requirements:

- Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.
- Arizona Level One Fingerprint Clearance Card.
- If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver's License Requirements.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
