The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as a Contracts Management Coordinator (CMC) with the Finance and Business Operations Administration (FBOA). This position is responsible for the end-to-end development of complex agency procurements that are vital to the success of multiple DERS programs. The DERS CMC performs a variety of highly complex functions which include: contract development, writing, editing, and/or reviewing agreements, interpreting Federal, State, and Department regulations/guidelines, reviewing contract amendments, proposals, and itemized service budget components, negotiating contracts, serving as a DERS procurement Subject Matter Expert (SME), conferring with and advising agency staff, managing and/or participating in activities of committees, procurement process meetings, task forces, ad hoc work or advisory groups, maintaining a projects database and forecasts of upcoming projects 18 months in advance. Development and maintenance of project plans for all efforts, providing expert technical support internally & externally, and providing development and training opportunities to DERS Contract Management Specialists.
This position may require travel to attend off-site meetings, training or conferences as needed.
Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on State business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code [A.A.C.] R2-10-207.11).
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:
• Initiate, coordinate, and manage all division tasks, including case management system updates/entries, from concept to award, for contracts and procurements for multiple highly complex programs including Task Orders, Service Specifications, Contracts, Income Share Agreements (ISA), Intergovernmental Agreements (IGA), and Memorandum of Understanding (MOU).
• Provide subject matter expertise to Contracts Management Specialists, Program Administrators, other internal customers, and representatives from other state agencies.
• Coordinate meetings with contractors, program administrators, and SMEs to identify areas of opportunity within area of responsibility.
• Knowledge of business contract law and principles of contract management.
• Knowledge of State and Federal Procurement processes, LEAN methodologies, and database entry,
• Skills in oral and written communication.
• Skills to manage multiple projects effectively with attention to detail.
• Ability to provide effective guidance and expertise in procurement processes, development of contracts, programs, and projects.
• Ability to develop and foster relationships with project stakeholders internally and externally.
The ideal candidate for this position will have:
• At least three years of experience in state or local government procurement.
• Ability to proofread and edit documents within a contracts environment.
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.

Retirement:State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
