Description

The Director of Strategic Services is responsible for establishing and leading the Project Management office and serves as the Business Relationship Manager for the Office of Information Technology at UTD. This role is a member of the Senior Leadership Team and involves developing and implementing IT project management frameworks, methodologies, and best practices to ensure the successful delivery of projects across the university. The role will manage a team of project managers, ensuring that IT projects are delivered on time, within scope, and within budget. The Director will work closely with executive/senior OIT leadership, senior campus leadership, faculty, and staff to align projects with the university's strategic goals and enhance project management capabilities. This role will also serve as a key member of the IT Governance team, contributing to the strategic direction and oversight of IT initiatives.

Minimum Education and Experience

Bachelor's degree and 5 years of related progressive experience.

Preferred Education and Experience

  • Master's degree.
  • PMP (Project Management Professional) certification or equivalent.
  • Proven track record of successfully establishing and managing a PMO.
  • Strong leadership, communication, and interpersonal skills.
  • Excellent problem-solving and decision-making abilities.
  • Proficiency in project management software and tools.
  • Experience in a higher education environment is preferred.
  • Ability to work effectively in a fast-paced, dynamic environment


Essential Duties and Responsibilities

  • Establish and lead the Project Management Office (PMO), including defining its mission, vision, and goals.
  • Ensure the UTD IT PMO successfully addresses the Policy, Requirements, and Standards of the Texas Administrative Code (TAC) 216. TAC 216 requires institutions to manage information resources projects based on project management practices. It requires the definition of several minimum elements, including a single reference source for project management practices.
  • Manage and oversee the IT project portfolio, ensuring alignment with organizational goals and IT strategy.
  • Establish and enforce a standardized SDLC methodology (e.g., Agile, Waterfall, DevOps) that aligns with organizational goals and project requirements.
  • Ensure that all development projects adhere to the established SDLC processes, including quality assurance and compliance with regulatory standards.
  • Maintain comprehensive documentation of SDLC processes, procedures, and best practices for project teams to follow.
  • Oversee the entire lifecycle of IT projects, ensuring successful delivery from post-charter completion to project closure.
  • Develop and implement project management frameworks, methodologies, and best practices tailored to the university's needs.
  • Develop, maintain, and update project management dashboards to provide clear visibility into project status, risks, and performance metrics.
  • Participate in IT Governance team meetings, contributing to the development and enforcement of IT policies, standards, and procedures.
  • Facilitate effective communication with project stakeholders, including project sponsors, team members, and senior management.
  • Coordinate with resource managers to ensure appropriate allocation of resources to projects.
  • Identify, assess, and mitigate project risks to ensure successful project outcomes.
  • Track and report on project performance, ensuring projects are delivered on time, within scope, and within budget.
  • Promote continuous improvement in project management practices and processes.
  • Oversee the planning, execution, and completion of university-wide projects, ensuring they meet established standards and objectives.
  • Collaborate with senior leadership to prioritize projects and align them with the university's strategic goals.
  • Lead and manage a team of project managers (FTEs and consultants), and student workers in project management disciplines, providing guidance, support, and mentorship.
  • Foster a culture of continuous improvement and innovation within the PMO.
  • Conduct performance reviews and provide professional development opportunities for project management staff.
