Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support USAID with monitoring, evaluation, learning, training, and logistical support. USAID contributes to the National TB Program (NTP) strategy by enhancing TB case detection and care quality for DR-TB and TB/HIV co-infected individuals, focusing on high-burden provinces such as Nampula, Sofala, Tete, and Zambezia. USAID's "Fostering Opportunities to Respond to the TB Epidemic" (FORTE) is a 5-year initiative supporting Mozambique's TB response in high-burden provinces. The project aims to gain a comprehensive understanding of the TB epidemic, evaluate intervention effectiveness, and track implementation progress. The baseline assessment is a crucial component of the FORTE Project. This assessment seeks to establish a comprehensive understanding of the current TB program status and will serve as a foundational tool for monitoring and evaluating the impact of the FORTE Project interventions over time.

Position Summary:

The Tuberculosis (TB) Clinical Expert will be responsible for collecting data and completing reports. The TB Clinical Expert will play a key role in assessing TB care and treatment services in the designated provinces. The TB Clinical Expert will provide technical support to healthcare staff on TB diagnosis and treatment protocols, while monitoring and evaluating TB diagnostic and treatment infrastructure across health facilities. There will be one TB Clinical Expert assigned to each province such as Nampula, Sofala, Tete, and Zambezia. The TB Clinical Expert will coordinate closely with the Tuberculosis Baseline Team Lead and report directly to them, ensuring alignment with the project's overall goals. This is a short-term position, with an estimate of 25 days level of effort during the period of February to May 2025. Travel may be required to provinces.

 

Responsibilities:

  • Support field teams in data collection and supervision, ensuring adherence to technical protocols and standards.
  • Maintain regular interactions with firms in designated provinces to ensure quality and consistency of operations.
  • Responsible for quality assurance (QA) oversight of activities carried out by contracted firms.
  • Conduct assessments of TB infrastructure, diagnostic tools, and treatment processes in the assigned province.
  • Monitor the quality of TB diagnostic and treatment services provided at health facilities.
  • Ensure accurate documentation of observations and findings at health facilities.
  • Provide technical guidance and mentorship to healthcare workers on TB care, diagnosis, and treatment protocols.
  • Evaluate the adequacy of TB treatment regimens and identify opportunities for improvement in the care process.
  • Support the field teams in collecting and validating data on TB services and treatment outcomes.
  • Collaborate with the TB Baseline Team Lead to ensure alignment between clinical practices and the overall goals of the FORTE project.

 

Qualifications:

  • Bachelor's degree required.
  • Minimum five years of experience in TB care, treatment, and management, especially in the Mozambican National Health System is required.
  • Experience in clinical work with specialization in infectious diseases, public health, or related fields is required.
  • Experience in the province applied for is preferred.
  • Familiarity with TB diagnostic and treatment protocols in low-resource settings is required.
  • Ability to work in challenging settings, particularly in Mozambique or similar contexts is preferred.
  • Strong leadership and mentoring skills to guide healthcare staff and ensure quality service delivery is required.
  • Fluency in Portuguese is required. Proficiency in local languages, such as Makhuwa, Sena, Nyanja, and Lomwe, is preferred.
