The Programme

The Third-Party Monitoring, Research and Accountability programme in Ukraine aims to provide a wide range of monitoring and support services for FCDO's overseas development portfolio in Ukraine. The programme aims to provide a range of services that will support whole portfolio delivery objectives. This will cover the humanitarian response, Ukraine's recovery, and improved governance and reform. The TPM will verify results and projects delivered by FCDO's implementing partners, collect beneficiary feedback data and monitor compliance with FCDO's agreements and expectations.

 

The Role

The Third - Party Monitoring Lead will lead the technical aspects of the TPM activities, ensuring that data collection, analysis, and reporting are of the highest quality. This person will be responsible for designing the monitoring frameworks, ensuring the accuracy of data, and generating insights from the findings.

Key Responsibilities:

  • Develop and oversee the implementation of the programme's monitoring framework and data collection methodologies.
  • Ensure that all monitoring activities comply with FCDO's standards for transparency, accountability, and inclusivity.
  • Analyse data from field visits, surveys, and remote monitoring to produce actionable insights for improving programme delivery.
  • Provide quality assurance for all monitoring reports and research products.
  • Coordinate with field monitoring officers to ensure consistent data collection across regions.

 

The Person

  • Extensive experience (minimum 7-10 years) in designing and implementing M&E frameworks, with specific experience in third-party monitoring in conflict-affected areas.
  • Strong technical knowledge of both qualitative and quantitative data collection methodologies.
  • Proven ability to lead and conduct data analysis, and to translate findings into actionable recommendations for programme improvement.
  • Expertise in sectors such as health, governance, and livelihoods, with knowledge of the Ukrainian context being a strong asset.
  • Experience with FCDO or other donor-funded monitoring programmes is preferred.
  • Fluency in Ukrainian and English, with the ability to produce high-quality reports in both languages.
