Project Summary

Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.

 

Position Summary

Tetra Tech is seeking a Technical Expert, Industrial Energy Efficiency to serve as a member of SPARC Project. The Energy Auditor will be a part of a multidisciplinary team of experts which aims to develop energy efficiency interventions in the commercial and industrial sectors. This is a full-time position for the period of 1 year with the possibility of an extension for another term, based in Kyiv Office, Ukraine. Candidates must be based in and authorized to work in Ukraine for the duration of the assignment. Travel within Ukraine and abroad may be required.

Position Responsibilities

  • Work closely with Component 2 Lead and Deputy Industrial Lead on the implementation activities concerning industrial energy efficiency.
  • Review and assess energy audit reports, prefeasibility assessment and feasibility studies developed by subcontractor.
  • Monitor subcontractors for the implementation of activities under Component 2 concerning industries.
  • Assist government agencies by developing priority legal acts for industrial EE.
  • Provide inputs to the EE action plan for Ukraine's industrial sector.
  • Support in National Energy and Climate Plan implementation according to the current needs.
  • Support to Decarbonization Fund of Ukraine operations according to the current needs.
  • Provide inputs to progress reports and other project working papers.
  • Support the design and delivery of capacity-building to stakeholders.
  • Participation in performance of trainings, workshops, and other events.
  • Provide other activities upon Component 2 Industrial Deputy Lead request needed for successful implementation of project.

Required Qualifications

  • Bachelor's degree with equivalent combination of experience and education in engineering, economics, finance, or a related field.
  • At least 8 years of experience in the energy sector.
  • At least 5 years of experience in energy programs / plans development in industry sector.
  • Sound knowledge in energy saving measures identification, renewable energy use, measurements and verification of energy savings.
  • Proven knowledge of different industrial processes.
  • Experience in industrial energy management.
  • Sound knowledge of EU and national regulations (including standards) on industrial EE.
  • Proficiency in both spoken and written Ukrainian.
  • Proficiency in the MS Suite: Word, Excel, PowerPoint, Teams.

Preferred but Not Required Qualifications

  • Master's degree with equivalent combination of experience and education in engineering, economics, finance, or a related field.
  • Proficiency in both spoken and written English.
  • Strong organization/analytical skills; experience working with detailed technical data and reports.
  • Accreditation on energy audits and/or energy management standards.
  • Knowledge of process-related best practices on EE.
  • Experience in performance of trainings, workshops, and other events.
  • Experience working on USAID or other donor-funded projects.
