Proposal Summary:

This activity will provide third party monitoring services to monitor reconstruction projects in Ukraine supported by the World Bank. The TPMC will perform monitoring services in environmental and social framework (ESF), procurement, and financial management including verification that the projects' financial management and procurement arrangements comply with World Bank requirements, and that the physical implementation of projects is in accordance with signed contracts and approved ESF instruments, which are prepared based on the requirements of the World Bank ESF and relevant laws and regulations of Ukraine. Projects to be monitored include those focusing on rebuilding railroad bridges, rebuilding electrical power plants and providing loans to agricultural enterprises.

 

Position Summary:

The Team Leader will manage the TPM program, providing overall management, guidance and direction to ensure high technical and operational standards. As the main point of contact for the World Bank Task Team Leader (TTL), clients and field stakeholders, they will manage a team of research, reporting and learning professionals to ensure successful project performance, including work planning and implementation. They will also coordinate with MSI's home office and senior leadership to deliver project outcomes and ensure proper resourcing and support. Additionally, the Team Leader will handle all contract deliverables, client reporting and project compliance. This full-time position will be based in Kyiv, Ukraine, for a one-year term, contingent on funding with likelihood of extension.

Responsibilities:

  • Provide strategic direction, overall coordination and management of the project, including oversight of financial and contract management.
  • Serve as the principal interlocutor with clients and key stakeholders within the Government of Ukraine, civil society and other donors.
  • Hire and supervise project staff.
  • Oversee data collection and the production of reports that are valued by the client.
  • Ensure the project meets stated objectives and reporting requirements in a timely manner.
  • Lead in coordinating the implementation of project activities with various partners, subcontractors, and grantees.
  • Ensure compliance with all applicable rules and regulations, particularly with respect to financial and grant management.
  • Contribute to the development and regular review of the overall project approach, strategy, implementation schedule and to drafting project work plans.

 

Qualifications:

  • Master's degree in a relevant field.
  • Minimum 10 year of senior management experience relevant to the contract subject matter.
  • Previous experience managing expatriate and local staff on monitoring programs.
  • Experience designing and conducting monitoring programs.
  • Experience writing monitoring reports and conducting quantitative and qualitative field research.
  • Prior experience managing portfolio-level monitoring programs in fragile and conflict locations.
  • Prior experience working in Ukraine strongly preferred.
  • Demonstrated experience managing and developing staff, contractors, subcontractors, and consultants to achieve expected results.
  • Excellent oral and written communication, analytic, interpersonal, and management skills.
  • Must be willing to be based in Ukraine.
  • Fluency in written and spoken English required; proficiency in Ukrainian is highly preferred.
