Project Summary:

The U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project provides support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia and Central Asia (EUR/ACE) to oversee multiple areas of effort of non-humanitarian and non-military support for Ukraine and ensure the funds are directed toward the foreign policy and foreign assistance objectives for which they are intended. Monitoring data is analyzed and reported to all US Government (USG) partners involved in Ukraine assistance, Congress, and others. It will be used to make judgments as to the effectiveness of programs to meet USG foreign assistance objectives. Also, MEASURE will support US Government partners in having systems and frameworks in place to monitor the effectiveness of the assistance.

Position Summary:

The Security Manager will ensure the safety and security of the MEASURE team, ensuring compliance with MSI and Tetra Tech Duty of Care Standards. This role involves close coordination with the MSI Headquarters (HQ) Security Team and supervision by the Field Team Leader. Based in Kyiv, Ukraine, this full-time position will encompass context monitoring and analysis, field travel and journey management, development and implementation of security assessments, plans, and procedures, communication and incident reporting, training and capacity building, and supervision. The Security Manager will have flexible working hours due to the nature of the role.  

 

Responsibilities:

  • Monitor and analyze continuously security conditions in Ukraine, particularly in program areas, using local media, security reports, and first-hand information from field staff and local partners.
  • Participate in relevant security coordination meetings and groups with partners and security networks.
  • Assess security risks impacting staff movements and safety, communicate them promptly for real-time decision-making and situational awareness, and inform program strategy and field operations.
  • Compile and submit regular reports tracking incidents and trends in MSI's operational areas.
  • Conduct risk assessments for proposed site visits and develop corresponding risk mitigation plans.
  • Monitor field travel, providing timely guidance, advice, and emergency support.
  • Ensure all necessary preparations are completed for site visits and field travel, as outlined in MSI security plans and procedures.
  • Monitor and guide driver performance to ensure compliance with Standard Operating Procedures (SOPs).
  • Develop and maintain project SOPs, guidelines, and planning for staff safety, operational security, and program continuity based on MSI global standards.
  • Coordinate with the Team Leader to ensure the relevance and consistent implementation of SOPs related to team safety and security.
  • Evaluate, review, and update regularly project security plans, risk assessments, and contingency plans to ensure compliance with MSI and Tetra Tech Duty of Care Standards.
  • Develop, evaluate, review, and update hibernation and evacuation plans for all MSI locations in Ukraine, ensuring practical preparations are in place and known to relevant staff.
  • Conduct risk assessments of prospective offices and residences, ensuring compliance with safety and security standards.
  • Provide technical input and advice on assessments for MSI activities in new geographic locations in Ukraine.
  • Develop and implement a project incident reporting procedure.
  • Ensure the Team Leader and relevant staff are informed of all incidents and follow-up actions.
  • Provide and implement the best solutions for communication equipment to facilitate safe staff communication.
  • Liaise with IP security staff, security forces, local community stakeholders, and local authorities.
  • Assess communication equipment and protocols continually.
  • Brief staff and partners regularly on the security situation and mitigation measures.
  • Provide regular training for MSI staff on safety and security preparedness topics.
  • Work with staff to develop and implement training curriculums appropriate for current program operations and risks.
  • Develop onboarding packages and training for new hires.
  • Coordinate external trainings, such as HEAT, as required.
  • Supervise the Security and Logistics Officer, delegating functions related to the outlined responsibilities.
  • Coordinate closely with the MSI HQ Security Team and the Operations Manager on operational and administrative issues.

 

Qualifications:

  • Bachelor's degree required.
  • Minimum five years of relevant experience, preferably with a multinational company, is required.
  • Experience with donor-funded projects in Ukraine, particularly USAID or other U.S. government-funded projects, is preferred.
  • Strong communication and interpersonal skills for effective interaction with all levels of staff, consultants, and international personnel.
  • Ability to commit to strong ethical standards.
  • Advanced written and spoken proficiency in English and proficiency in Ukrainian required.
