Your Role:
The Risk and Resilience Project Manager will collaborate with clients and team members at the applicant and sub-applicant level to assist in general implementation of FEMA's Hazard Mitigation Assistance projects and programs for diverse clients across the United States. The ideal candidate will have a firm understanding of, and previous experience in, the implementation of Federal Emergency Management Agency (FEMA) Hazard Mitigation Assistance (HMA) grants under Section 404 of the Robert T. Stafford Act. In addition, the ideal candidate will support delivery of the FEMA CRS Program credit criteria, internal and external stakeholder coordination, CRS process training to reduce flood damage and CRS classification processes, and outreach. Technical support services related to compliance under the National Flood Insurance Program, Building Code enforcement, and other areas related to construction management.
· Participate in community visits (verifications, modifications, and new applications), documentation review, classification recommendations, and post-verification data communications to FEMA, State, and CRS Consultant administering the program.
· Demonstrates strong technical writing skills to support hazard mitigation, floodplain management plans, repetitive loss area analysis reports, and more.
· Experience with construction certificates such as elevation certificates.
· Experience with building codes and Building Code Effectiveness Grading Schedule.
· Review local plans, ordinances, policies, and manage large data sets.
· Delivery of the customer experience for new program applications, cycle verifications, modifications, and recertifications.
· Research and review community recertification documents for participating CRS communities.
· Track verification steps to ensure accountability and efficient handling of community documentation and institute verification quality control measures.
· Identify potential clerical, compliance, FIRM, and elevation-related issues, ensuring compliance with NFIP minimum standards.
· Evaluate new credit opportunities annually to communicate with participants about the potential for increased NFIP premium discounts.
· Support CRS-specific courses, webinars, and workshops locally and nationwide. Support public outreach, facilitate meetings, capacity-building activities and community engagement.
· Support program management data analysis and stakeholder communication.
· Identify potential eligible Mitigation activities on behalf of clients
· Develop Scopes of Work (SOW)
o Complete fully documented project applications and/or sub-applications
o Review and resolve applicant and federal Requests for Information (RFI)
o Complete quarterly grant reports and process reimbursements associated with HMA projects
o Provide weekly reports to the Program Manager
o Ensure compliance with FEMA and State Agency HMA guidelines necessary for reimbursement
o Provide Technical Assistance (TA) to both applicant and sub-applicant clients on HMA Procurement procedures based on 2CFR 200
o Review Requests for Proposals (RFP's) to ensure language is consistent with HMA requirements and state contractual documents
· Collaborate with Marketing Staff and colleagues on Proposals relevant to HMA
· Monitor completed work, reconcile final costs, and assist in Close Out Activities of HMA projects
· Work with managers to provide information for inclusion in Tetra Techs Management Systems
· Monitor grant compliance and completion
· Develop protocols to assist applicants and sub-applicants with HMA compliance and close out upon request
· Adhere to all relevant federal, state, and local laws, regulations, and policies of disaster recovery
· Interact and communicate via knowledge sharing with clients in meetings re: programmatic details and project status updates
· Research, present findings and develop applications when needed on potential sources of funding beyond HMA based on client request and need
· Provide supervision to project Teams as needed
· Travel required as needed
· Conduct activities in line with internal procedures, legislation, and industry standards.
· Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.
· Work in a safe manner at all times and report all health and safety incidents and concerns.
· Additional duties as required.
Qualifications:
· Bachelor's degree desired / 4 years' experience in lieu of degree; Master's degree preferred.
· Experience in the National Flood Insurance Program, Community Rating System program, local floodplain management, and construction management.
· Experience in project management, mitigation, and outreach communications in developing improved program planning processes necessary to support multi-year planning projects.
· Ability to complete the FEMA background requirements to support FEMA projects as a Production and Technical Services Contractor within a reasonable timeframe.
· Experience implementing FEMA programs such as HMA and/or FEMA Public Assistance (PA) program preferred
· Experience in financial administration of internal controls, compliance, budgets, financial reporting, and analysis
· Grant management, financial management, and/or management consulting background preferred
· Possess a general understanding of public administration
· Strong communication skills
· Strong computer skills, work ethic, integrity, and teamwork background
· Possess a track record building and maintaining relationships with clients, senior managers, and executives
· Understanding of Section 404 of the Robert T. Stafford Act
