Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.

Position responsibilities  

Tetra Tech ES, Inc. is seeking a Procurement Specialist who will support SPARC with the administration and management of procurement activities, including performance improvement projects and procurement for the project office needs.   This is a full-time position for the period of one year with the possibility of an extension up to the entire life of the project, subject to satisfactory performance and continued project need. This position is open only to cooperating country nationals, citizens of Ukraine, and must be based in Ukraine and available to work from the office in Kyiv. Travel within Ukraine and abroad may be required.

 Position responsibilities

  • Draft RFPs, RFQs and other types of solicitation document.
  • Publish RFPs and RFQs on tender websites, newspapers, etc.
  • Conduct market research.
  • Negotiate with vendors prices and other contracts terms and conditions.
  • Take part in the evaluation committees and draft supporting documents.
  • Draft contracts.
  • Maintain and archive procurement files.
  • Assist throughout the whole tender process to the Procurement Manager as required.
  • Liaise with the finance department.
  • Liaise with vendors and subcontractors to collect the required information and documentation.
  • Assist in archiving financial files and procurement files.
  • Perform other duties as assigned. 

 

 Minimum qualifications

  • Bachelor's or master's degree in finance, economics or business administration, or any related field.
  • At least three (3) year of administrative, procurement management experience on donor-funded projects.
  • Experience in procurement focused on ensuring compliance with established rules and regulations and Ukrainian laws preferred.
  • Ability to work independently with minimal supervision, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on the SPARC program.
  • Knowledge of FAR and AIDAR preferred but not required.
  • Must have excellent attention to detail.
  • Ability to effectively use computer software including the full Microsoft Office suite.
  • Ability to effectively communicate verbally and in written form in Ukrainian and English. 

 Physical demands & work environment

  • Travel within Ukraine and abroad may be required.
  • Requires presence in SPARC's office in Kyiv and can involve hybrid work in accordance with Tetra Tech policies and at the discretion of SPARC's Chief of Party.
