Project Summary:

MSI is awarded the USAID/Sri Lanka Transparent and Accountable Governance (TAG) activity. Working in close coordination with USAID/Sri Lanka, the activity is designed to strengthen Sri Lanka's democratic and economic governance reform efforts by bolstering good governance, transparency, accountability, and anti-corruption.

Position Summary:

The Parliamentary Specialist will support the design and implementation of parliamentary strengthening and good governance initiatives in Sri Lanka. The Specialist will work closely with the Senior Parliamentary and Governance Specialist to monitor the political context, identify windows of opportunity, and develop alternate strategies when necessary. The Parliamentary Specialist will also liaise with key project stakeholders, including civil society actors, Members of Parliament (MPs), government authorities, and other relevant government bodies.

 

Responsibilities:

  • Develop and implement programs aimed at strengthening parliamentary institutions and processes in Sri Lanka.
  • Assist in the design and execution of initiatives focused on improving governance and transparency within government bodies.
  • Monitor the political landscape in country to identify trends, challenges, and opportunities continuously that may impact project objectives.
  • Build and maintain relationships with key stakeholders, including civil society organizations (CSOs), MPs, and government officials, to ensure effective program implementation.
  • Work with the Senior Parliamentary and Governance Specialist to identify opportunities for program advancement and develop strategies to capitalize on these opportunities.
  • Collaborate on the development of alternate strategies and contingency plans in case primary programming avenues become inaccessible.
  • Prepare reports and documentation on project activities, outcomes, and the political context for internal and external stakeholders.
  • Support capacity-building efforts for parliamentary staff and other government officials to enhance their effectiveness and efficiency in governance roles.

 

Qualifications:

  • Bachelor's degree in a relevant field such as economics, business, finance, political science, or public administration required.
  • Minimum five years of professional experience in program management, governance, or a related field required.
  • Experience working with USAID or other international development organizations preferred.
  • Experience in managing and implementing projects, including budgeting, planning, and monitoring.
  • Understanding of Sri Lankan political and governance structures.
  • Ability to adapt to changing political environments.
  • Ability to engage with a diverse range of stakeholders, including government officials, civil society, and international partners.
  • Strong stakeholder engagement skills.
  • Strong writing skills, with the ability to produce clear and concise reports.
  • Fluency in English and one national language, such as Sinhala or Tamil, required. Proficiency in a second national language, such as Sinhala or Tamil, desired.
