Tetra Tech is actively searching for a Military Munitions Response Program (MMRP) Manager. This position will be responsible for providing program and project management as well as acting as an SME for various MMR initiatives, environmental remediation, and construction projects at locations throughout the U.S. and internationally. This position supports the execution of projects targeting a mix of clients with an emphasis on our Department of Defense clients, especially NAVFAC and USACE. . We seek an individual with a strong technical background and interpersonal, and communication skills to manage the project, multidisciplinary team, and client relationships. This is a seller/doer role to lead and grow our environmental practice.  Due to the clients we serve, this position requires the employee to be a US citizen.

Your Role:

 •    Provide strong technical leadership as the SME for the program/project team. Effectively coordinate and communicate with technical experts, integral to performance of a munitions response project. 
•    Projects include but are not limited to:
o    Remedial Investigations (RI) and Site Inspections (SI) with digital geophysical mapping and geostatistical analyses of intrusive investigation results, including Advanced Geophysical Classification
o    Feasibility Studies (FS), Proposed Plans (PP), Decision Documents (DD), and Remedial Designs (RD) for removal action and Land Use Control (LUC) remedies
o    Removal Actions for munitions contaminants including Munitions and Explosives of Concern (MEC)/Unexploded Ordnance (UXO), Recovered Chemical Warfare Material(RCWM), Improved Conventional Munitions (ICM), land mines, and explosive remnants of war (ERW)
o    Characterization and decontamination/demolition of explosives-contaminated ammunition plant load lines
o    MEC avoidance and construction support for environmental sampling and site development activities
o    Authoring Work Plans including Explosives Safety Submissions (ESS), Explosives Site Plans (ESP), Chemical Safety Submissions (CSS), and Munitions Response Quality Assurance Program Plans (MR-QAPP)
•    Establish clear expectations for project requirements, schedule and budget with the internal project team members and subcontractors. 
•    Coordinate with Army, USAF, Navy, and Commercial Client leads to identify and track pipeline contract and task order opportunities and develop capture strategies.
•    Recruit, hire, and supervise qualified staff to execute project work.
•    Direct the preparation of project planning and reporting documents, schedules, cost estimates and other deliverables required by each contract.
•    Collaborate with Program Managers and resource managers to define and monitor staffing requirements.
•    Direct technical input and strategy into MMRP proposals. Responsible for coordination with technical team, scheduler and cost estimator to prepare proposal packages.
•    Monitor project execution and ensure deliverables conform with corporate policies and procedures and elevate any issues to the appropriate management staff.
•    Strategiize with the management team for business development opportunities. Conduct regular communications with the client as well as corporate management, as required. 
•    Proactively monitor baseline plans for any changes and support variance analysis and planning of corrective actions, timely invoicing, Accounts Receivable (AR) tracking and avoidance of unrecoverable costs.
•    Support the attainment of project profitability objectives and Return on Investment by conducting sound business management practices.
•    Promote and support our company's Zero Incident Performance safety program.

Qualifications:

•    A minimum of a Bachelor's Degree in Engineering, Biology, Chemistry, or related science field
•    At least 10 years of Department of Defense (DoD) MMRP experience is required, with a minimum of 5 years' experience managing MMRP projects
•    Experience with Formerly Used Defense Site (FUDS) within the past 5 years
•    Experience with Operational Range Assessment Program (ORAP) desired
•    AGC project experience, underwater experience desired
•    A proven track record of managing projects, understanding of the munitions response program requirements
•    Strong understanding of DOD policies and guidance applicable to the Military Munitions Response Program and DOD Advanced Geophysical Classification Program.

•   Professional Certification (PE, PG)
•    PMP is highly desired
•    Ability to interact well with clients and coworkers, and collaborate to solve complex problems
