Position Summary:

The Monitoring and Evaluation Learning (MEL) Officer will be responsible for gathering qualitative and quantitative information on national and departmental activities carried out by the program and generating reports. The MEL Officer will also be responsible for supporting the identification of lessons learned, keeping records of successes and challenges of the activities, and promoting internal and external learning of the program's work. The role will report to the Director of MEL. This is a full-time position based in Port-au-Prince, Haiti.

 

Responsibilities:

  • Develop or assist with the MEL plans at the activity level as required in coordination with the Programmatic Team and Director of MEL.
  • Monitor and document the progress and lessons learned of activities using the program's database, particularly contributing to activity notes.
  • Facilitate activity evaluation actions, such as workshops, focus groups, interviews, round tables, and surveys, as agreed upon with the Monitoring and Evaluation (M&E) team.
  • Collect and record the necessary information for the program's quantitative indicator databases.
  • Assist in designing and implementing initiatives to strengthen the project's approach to MEL, including the adoption of standardized indicators, indicator tracking tools, and innovative evaluation approaches.
  • Submit M&E reports for activities or groups of activities as required by the supervisor.
  • Upload relevant information for M&E purposes onto the database, including quantitative indicators, reports, photographs, and any other relevant information.
  • Visit partners, beneficiaries, and activities regularly to evaluate the progress and impact of the activities.
  • Train beneficiaries and partners according to the learning processes, products, and actions defined by the program.
  • Collect and record information on the process of defining the narrative of the activities and its appropriation by partners, allies, and beneficiaries.
  • Collect and record information on the communication actions that are carried out in the activities and the perception of partners and communities.
  • Identify good practices and recommendations in carrying out communication actions and the appropriation of messages.
  • Prepare site visit reports in the format required by the supervisor.
  • Document relevant anecdotes and quotes from partners and beneficiaries in the development of the activities
  • Perform activity evaluations, identify the results, and lessons learned as required.
  • Share frequently the lessons learned of the activities with the entire program team.
  • Build the capacity and provide technical assistance to partners and grantees in MEL techniques.
  • Contribute actively to information sharing in the project.
  • Provide information required to develop program reports.
  • Support the information collection processes and fieldwork of the programmatic teams.
  • Perform other tasks as requested as required.

 

Qualifications:

  • Minimum bachelor's degree in economics, political science, government, or a related field is required.
  • Minimum five years of professional work experience is required.
  • Experience in evaluating programs, social projects, or public policies is required.
  • Experience in researching with qualitative and quantitative methodologies (statistics or econometrics), including developing research reports is required.
  • Experience with NGOs, international contractors, multilateral institutions, and international cooperation agencies is preferred.
  • Knowledge of and experience with developing and evaluating impact-oriented projects is preferred.
  • Proficiency in Microsoft Office and advanced proficiency in Excel preferred.
  • Ability to maintain confidential information and work with a wide variety of people from diverse backgrounds.
  • Strong written and verbal communication, time management, and organization skills are required.
  • Fluency in French is required. Fluency in English and Creole is preferred.
