Project Summary:
The Jordan Public Accountability and Justice Strengthening Activity (PAJ) is designed to strengthen accountability systems, procedures, and mechanisms within the Government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. Position Summary:
The Integrity and Anti-Corruption Consultant will assist the PAJ by supporting the Jordan Integrity and Anti-Corruption Commission (JIACC) in developing tailored integrity criteria specifically for municipalities. The Consultant will provide technical assistance by conducting a comprehensive assessment of municipal integrity indicators (MII) and developing a tailored tool and methodology to measure integrity in municipalities. The Consultant will work closely with the PAJ Component Three Team Leader at all stages of planning and implementation of the Municipality Integrity Indicator. The position is expected to have a level of effort of 22 days and take place between March and July 2025.
Responsibilities:
- Collaborate and relevant representatives from the PAJ team and JIACC staff to establish project objectives and deliverables.
- Prepare and submit the training materials, in consultation with the relevant representatives from PAJ and JIACC, based on the training objectives and sessions plan, including all relevant PowerPoints, working group materials, case studies, practical exercises, handouts, etc.
- Conduct a comprehensive review of the existing MII to identify the reference criteria, ensuring alignment with, best practices, local governance needs, and municipal framework.
- Design a Validation framework that collaborates with various stakeholder perspectives and local contexts.
- Develop MII Methodology and documents that comply with USAID branding requirements, which will be provided by PAJ.
- Prepare and submit a comprehensive report detailing the methodology, findings, key observations, lessons learned, and recommendations for implementing the MII.
Qualifications:
- Bachelor's degree in a relevant field such as law, public administration, etc., required. Master's degree preferred. Professional Certification as a trainer preferred.
- Minimum of 10 years of experience as a consultant and trainer in integrity and public administration required.
- Experience with high-level clients and/or international donor agencies required.
- Knowledge of integrity and public administration required.
- Strong interpersonal and communication skills with all related stakeholders.
- Strong training delivering skills by using modern and various training methods.
- Proficiency in Arabic language required. Proficiency in English language preferred.
