Project Summary:

The U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project provides support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia and Central Asia (EUR/ACE) to oversee multiple areas of effort of non-humanitarian and non-military support for Ukraine and ensure the funds are directed toward the foreign policy and foreign assistance objectives for which they are intended. Monitoring data is analyzed and reported to all US Government (USG) partners involved in Ukraine assistance, Congress, and others. It will be used to make judgments as to the effectiveness of programs to meet USG foreign assistance objectives. Also, MEASURE will support US Government partners in having systems and frameworks in place to monitor the effectiveness of the assistance.

Position Summary:

The Forestry and Conservation Expert will work closely with Monitoring and Evaluation (M&E) Specialists to provide expert guidance on forestry-related monitoring activities in central and western Ukraine. The Expert will support the design, execution, analysis, and reporting of Field Monitoring Visits (FMVs), ensuring data collection and evaluation methods are tailored to local forestry practices and regulatory frameworks. This role involves providing technical expertise on forest legality, conservation practices, and combatting illegal logging, while collaborating with team members to produce high-quality, actionable reports.

 

Responsibilities:

  • Contribute to the design, planning, and execution of field monitoring exercises focused on forestry, forest legality, and conservation across selected regions in central and western Ukraine, incorporating knowledge of local forestry practices and regulatory frameworks.
  • Design and/or review data collection instruments, such as questionnaires for different target groups, ensuring that the data gathered during FMVs is valid, reliable, and reflective of the specific forestry challenges in Ukraine.
  • Conduct primary data collection through field observations, key informant interviews, and focus groups at partner assistance sites, ensuring that interventions are being implemented according to design and that local data collection approaches are rigorous enough to assess results accurately.
  • Spearhead and support data analysis efforts, synthesizing research findings into comprehensive reports that reflect both the regional context and broader forestry conservation goals.
  • Provide critical input during the development and review of FMV reports, particularly in relation to key findings, lessons learned, and actionable recommendations that are tailored to the Ukrainian forestry sector.
  • Offer subject matter expertise on best practices in forestry, forest legality, and conservation, with specific emphasis on challenges and opportunities within Ukraine's forestry sector, to support the MEASURE team and implementing partners.
  • Collaborate closely with team members to ensure the successful implementation of the FMV and related activities, ensuring that local context and sector-specific knowledge are integrated into the process.
  • Stay informed on emerging trends, technologies, and regulatory changes in Ukrainian forestry and conservation, applying relevant innovations to enhance the effectiveness of monitoring efforts.
  • Contribute to other related activities as requested by project management, ensuring alignment with the broader objectives of forestry legality and conservation in Ukraine.

 

Qualifications:

  • Master's degree in forestry, natural resource management, forest ecology, or a related field with an emphasis on forestry is required.
  • Minimum 10 years of experience in forestry, monitoring and management of forest resource activities, combatting illegal logging, or forest ecology is required.
  • Experience with technical tools for forest surveillance, combating illegal logging, and implementing technological approaches related to forestry, forest legality, and conservation is required.
  • Proficiency in report writing and Microsoft Office applications is required.
  • Ability to travel within Ukraine is required.
  • Strong written and spoken proficiency in English and Ukrainian required.
