Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting; and monitoring and evaluation of the health portfolio.

Position Summary:

The Evaluation Team Leader Consultant will be responsible for overseeing the entire conduct of the evaluation, ensuring the completion of deliverables in a timely manner, and in form and substance acceptable to USAID. The Consultant will ensure the completion of deliverables in a timely manner and in the form and substance acceptable to USAID. This evaluation aims to achieve four main objectives. First, it will assess the project's contribution to its intended results, particularly in strengthening systems at both national and local levels to enhance education, training, employment, and livelihood outcomes for out-of-school youth. Second, the evaluation will examine the effectiveness of the project's development approach and its potential for achieving sustainable results. Third, it will identify operational challenges and constraints encountered during the implementation of Opportunity 2.0 and evaluate their impact on outcomes and sustainability prospects. Lastly, the evaluation will extract key lessons learned, successful models, and innovations that can inform future USAID programming.

 

Responsibilities:

  • Oversee all aspects of the evaluation in close coordination with the PIMMELA Activity Manager.
  • Manage the evaluation team at all stages of the evaluation process, provide feedback on its progress to PIMMELA and USAID, and address technical concerns.
  • Design and implement evaluation activities such as the site selection workshops, desk reviews, surveys, and key informant interviews (KIIs).
  • Coordinate the briefing on the final evaluation work plan just before the team begins the fieldwork and provide interim briefings during fieldwork.
  • Ensure the accuracy, consistency, and completeness of data and information received.
  • Ensure triangulated analysis of internal and external quantitative and qualitative data/information with those from the field, such as stakeholders and beneficiaries.
  • Submit a presentation of initial evaluation findings, conclusions, and recommendations in debriefings with USAID and the implementing partner. 
  • Write and submit the first draft of the evaluation report containing the findings, conclusions, and recommendations.
  • Revise and resubmit the final report on the designated deadline based on feedback received from USAID and PIMMELA.
  • Co-facilitate and provide technical inputs and insights in a learning event/workshop with USAID (Office of Education and Program Office), Opportunity 2.0's implementing partner and representatives from the groups who helped implement the activity.

 

Qualifications:

  • Master's degree in economics, education, development studies, statistics, or any of the relevant fields in the social sciences required.
  • Minimum 10 years of experience in conducting evaluations, assessments and studies, managing teams for data collection and analysis, working with youth development, youth workforce development, or the education sector (e.g., Alternative Learning System), with relevant experience in international organizations or NGOs required.
  • Ability to write clear, concise, and complete message-driven reports of evaluations, assessments, research and studies required. 
  • Ability to oversee quality control of work products required. 
  • Ability to work in a fast-paced environment while remaining flexible, positive, and approachable required. 
  • Strong oral and written communication, analytical, interpersonal, and team management skills required. 
  • Professional written and verbal proficiency in English required.
