Project Summary:
The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes. USAID has asked AMELA to conduct an evaluation activity on the Afghanistan Job Creation Program-Turquoise Mountain Trust (AJCP-TMT). The goal of the Activity is to create jobs and exports in direct-to-market sales of finished Afghan carpet and jewelry products and support new jobs, particularly for women.

Position Summary:
The Evaluation Team Lead will manage and coordinate all the evaluation activities for the Afghanistan Job Creation Program- Turquoise Mountain Trust (AJCP - TMT)evaluation. The Lead will be responsible for delivering quality studies and reports as prescribed in the assignment Scope of Work (SOW) and Assignment Work Plan (AWP). The estimated level of efforts for this position is effort of 70 days.
Responsibilities:
- Coordinate and lead all evaluation activities and provide oversight.
- Support the project team and USAID to establish and maintain productive collaborative relationships with a wide range of partners and stakeholders.
- Prepare the draft and final reports.
- Prepare final presentation of evaluation results to be presented to USAID.
- Provide technical guidance to the staff, consultants, and other partners brought on board to support this activity under the AMELA contract.
- Facilitate, participate in, and contribute to technical and coordination meetings, workshops, learning platforms, capacity building exercises, and other events.
- Assist AMELA staff as needed in project management.
Qualifications:
- Master's degree in the social sciences, economics, or a related field is required. PhD degree is preferred.
- Minimum seven years of relevant international development experience, including experience in the evaluation and assessment of livelihood, economic development, and/or value chain programs in developing countries, is required.
- Experience developing high-quality evaluation reports for USAID and other donors.
- Experience working in Afghanistan or similar development environments is preferred.
- Strong written and oral communication skills in English are required.
