Proposal Summary: 

MSI is bidding on the USAID/Ethiopia Integrated Learning Activity (formerly called the Collaboration, Learning and Adapting Platform), with bids due in mid-September 2022. This project will provide advanced, cutting-edge CLA support for USAID/Ethiopia's Country Development Cooperation Strategy (CDCS) and its development objectives. The contract will support the Mission in planning, designing, conducting, disseminating and learning from evidence on its development activities. It will focus on deliberate learning, with the intention of driving program results faster than traditional MEL activities. The contract will also enhance the institutional capacity of host country and local partners to improve CLA capacity, their accountability and their use of evidence for programming, learning and adapting. This contract will support a five-year project anticipated to begin in late 2022/early 2023.

 

Position Summary: 

The Director of Evidence will oversee and coordinate all monitoring, evaluation and research services needed to provide evidence for learning under the USAID/Ethiopia ILA Contract.

 

Responsibilities: 

  • Work with evidence specialists to compile evidence across a wide variety of sources on the performance of USAID projects and the development environment in Ethiopia. Evidence sources will include: analysis of USAID implementing partner performance metrics; compilation of studies from other donors/sources; implementation of research and evaluation studies and assessments, particularly with rapid, non-traditional approaches; analysis of datasets sourced from government and other sources; and any other sources of evidence the team can find.
  • Work with USAID to design scopes of work for rapid research projects, mini-evaluations, traditional evaluations, and other evidence creation efforts.
  • Supervise team of evidence specialists.
  • Oversee recruitment and provide orientation for research and evaluation team members.
  • Collaborate with research and evaluation teams to design approaches that are more rapid than traditional MEL efforts while still rigorous. Supervise teams during data collection and analysis phases. Review and comment on draft research/evaluation reports. Ensure final research evaluation reports are of highest quality and presented in a way as to facilitate learning by USAID and its implementing partners, including through the preparation of summary briefs and infographics.
  • Work with USAID and the evidence specialists to ensure that performance monitoring data provided to USAID by implementing partners is optimized to support learning.

 

Qualifications:

  • An appetite for innovating new approaches to generating evidence.
  • Master's degree in a social science, development studies, economics or related field preferred.
  • Ten (10) years of direct experience developing and managing monitoring and evaluation systems for international development organizations.
  • Experience working on program evaluation teams and/or overseeing evaluations, preferably for USAID.
  • Experience designing and implementing performance monitoring systems for international donor projects.
  • Experience integrating collaborating, learning and adapting into MEL programming.
  • Five (5) years of experience managing staff carrying out monitoring and evaluation efforts.
  • Excellent oral and written communication skills (including report writing) in English and Amharic required.
