Project Summary:
The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

Position Summary:
The Data Quality Assessment (DQA) Team Lead will remotely manage the FY2024 USAID/Afghanistan DQA. In so doing, the DQA Team Lead will supervise three to four remote DQA team members and will oversee data collection, analysis, and reporting. The estimated level of effort for this position is up to 50 days.
Responsibilities:
- Manage all aspects of the USAID/Afghanistan FY2024 DQA.
- Supervise up to four team members.
- Manage review of activity documents provided by implementing partners (IPs), activity data management systems, and Performance Indicator Reference Sheet (PIRS) provided by USAID.
- Review mission Performance Management Plan (PMP), PIRS, and definitions for each indicator.
- Review activity Monitoring, Evaluation, and Learning Plans (AMELPs), progress reports, work plans, and activity descriptions for each selected IP.
- Review data storage facilities.
- Review data and software records available at head offices and field offices for each IP.
- Review data collection methods and tools used at the field level.
- Review third party monitoring (TPM) reports for activities that are reporting indicators selected for the DQA.
- Communicate and coordinate remote site visits with IPs to collect data relevant to the DQA.
- Conduct site visits with IP staff to collect data relevant to DQA.
- Ensure verification visits are scheduled as needed to assess the validity, reliability, timeliness, precision, and integrity of the data collected by USAID activities reporting data for selected indicators.
- Assist in development of methodologies for checking and revalidating data under the selected indicators reported by IPs.
- Provide technical analysis, information, and guidance during all phases of the assessment as required.
- Prepare checklists for each indicator/activity combination.
- Draft DQA report and include annexed checklists.
- Revise DQA report based on USAID comments.
- Present DQA results to USAID in After Action Briefing.
- Perform additional relevant duties as prescribed by AMELA management.
Qualifications:
- Bachelor's degree in international development or a relevant field is required. Master's degree is preferred.
- Minimum five years of experience in M&E and a relevant field is required. Experience working in USAID-funded activities is preferred.
- Experience assisting DQA teams.
- Experience working in Afghanistan preferred.
- Professional written and verbal proficiency in English required.
