Project Summary:
PRO-telligent supports the U.S. Department of State Bureau of International Narcotics and Law Enforcement (INL) to implement a Justice Sector Assistance Program (JSAP) in the West Bank. It focuses on providing technical support, capacity-building and logistical support to key stakeholders in the Palestinian justice sector, including but not limited to law enforcement, the public prosecution, judicial institutions and security agencies.

Position Summary:
The Anti-Money Laundering (AML) Consultant will help assess the current context of Palestine's AML, counter financing of terrorism (CFT) and financial crimes enforcement regimes in relation to MENA FATF and other international standards. The AML Consultant will provide expertise to the JSAP project to help with activity implementation. The AML Consultant will conduct the work remotely and be supervised by the Senior Technical Director.
Responsibilities:
- Conduct assessments of the status and effectiveness of Palestine's AML regimes, identify shortcomings and reform and technical assistance needs, and recommend programmatic approaches in response.
- Provide expertise to help inform programmatic activities related to AML/illicit financing.
- Provide expertise to help inform training programs for counterpart institutions informed by the assessments conducted.
- Remain up to date on international standards and frameworks, including particularly global Financial Action Task Force (FATF) and MENA FATF standards recommendations and progress.
Qualifications:
- Bachelor's degree in a relevant field with minimum 10 years of AML/CFT experience is required. Master's degree in a relevant field with minimum seven years of experience providing AML/CFT technical expertise preferred.
- Experience with the State Department, USAID, or relevant international development preferred.
- Experience working in Middle East and/or within conflict environments preferred.
- Experience working or coordinating with U.S. government agencies or international institutions engaged on money laundering, illicit finance issues, and the federal law enforcement/criminal justice community.
- Experience with and knowledge of money laundering, illicit finance, and other transnational crime issues, initiatives, and standards.
- Knowledge of cyber/cryptocurrency issues is desirable.
- Ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis.
- Strong analytical skills.
- Fluency in English required. Fluency in Arabic is preferred.
