Project Summary:

The U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project provides support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia and Central Asia (EUR/ACE) to oversee multiple areas of effort of non-humanitarian and non-military support for Ukraine and ensure the funds are directed toward the foreign policy and foreign assistance objectives for which they are intended. Monitoring data is analyzed and reported to all US Government (USG) partners involved in Ukraine assistance, Congress, and others. It will be used to make judgments as to the effectiveness of programs to meet USG foreign assistance objectives. Also, MEASURE will support US Government partners in having systems and frameworks in place to monitor the effectiveness of the assistance.

Position Summary:

The Analysis, Research, and Reporting Manager (ARRM) will work closely with Monitoring and Evaluation (M&E) Specialists, Data Analysts, Evaluation Team Members, and the Field Team Leader to support a wide range of project needs. The ARRM will play a key role in contributing to technical tasks such as data collection, research, analysis, and reporting. Additionally, the ARRM will assist in logistical planning, coordinate field monitoring visits, and ensure the smooth execution of project deliverables. This highly collaborative role requires adaptability and a hands-on approach to meet the project's evolving demands.

 

Responsibilities:

  • Collaborate with M&E Specialists, Data Analysts, Evaluation Team Members, and the Field Team Leader to contribute to all aspects of research, data collection, consolidation, and analysis.
  • Assist in the design and implementation of data collection efforts at partner sites, ensuring methods are rigorous and interventions are accurately monitored.
  • Coordinate logistical arrangements for field monitoring visits, including scheduling interviews, contacting key informants, and organizing in-person or virtual meetings, in close coordination with the team.
  • Provide hands-on support during field monitoring visits, including data collection, note-taking, and preliminary analysis, working directly with team members to ensure efficient execution.
  • Prepare comprehensive, detailed notes in English from meetings, interviews, and group discussions to facilitate team analysis and reporting.
  • Use digital tools provided by the project to support data collection, analysis, and reporting processes, ensuring efficiency and accuracy.
  • Translate and proofread documents, including data collection instruments and reports, between English and Ukrainian, ensuring clarity and consistency in both languages.
  • Provide general support as needed to M&E Specialists and other team members, adapting to evolving project needs and ensuring timely completion of deliverables.
  • Perform additional tasks as assigned by the Senior M&E Specialist to meet project objectives, ensuring flexibility and responsiveness to evolving project requirements.

 

Qualifications:

  • Master's degree in a relevant field, such as public policy, administration, social sciences, economics, or M&E, is required.
  • Minimum three years of professional experience with donor-funded programs, M&E, research, or analytical report development is required.
  • Experience in primary research methods, such as observations, key informant interviews, focus group discussions, and surveys, is required.
  • Experience synthesizing and analyzing complex quantitative and qualitative data, and drafting clear, actionable reports is required.
  • Experience in building effective working relationships with stakeholders from diverse backgrounds is preferred.
  • Ability to manage multiple deadlines and deliverables in a fast-paced environment is required.
  • Strong understanding of donor-funded program design, implementation models, and M&E frameworks is required.
  • Strong writing skills in English, particularly for report writing and the development of analytical products, are required.
  • Fluency in English, Ukrainian, and Russian required.
