Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a Manager of Monitoring, Evaluation, and Learning (MMEL) position on the anticipated USAID-funded Healthy Ocean, Protected Environment (HOPE) for a Resilient Community Activity in Timor- Leste. The position will be based in Dili, Timor-Leste. The position is contingent upon the activity's award and USAID approval.
Position Description: The Activity seeks to strengthen biodiversity conservation efforts in Timor-Leste in the coastal and marine environment, support local communities to be more resilient to climate impacts, and inclusively and sustainably ensure the sustainable use of coastal and marine resources in economic development. Working under the direction of the Chief of Party (COP) and/or the Deputy Chief of Party (DCOP), the MMEL provides the strategic guidance, vision, and management for successful monitoring and evaluation of the Activity and evidence-driven decision making based on Collaboration, Learning and Adaptation (CLA). This is anticipated to be a full-time position based in Dili, Timor-Leste.
Responsibilities:
*Finalize and oversee the implementation of the Activity Monitoring, Evaluation, and Learning (AMEL) Plan, ensuring alignment with USAID and project objectives.
*Develop and refine effective data collection tools and methodologies to ensure high-quality, reliable data for tracking progress.
*Conduct training sessions for project staff and partners on MEL processes, data collection techniques, and relevant tools, including software as needed.
*Perform data analyses and generate reports to meet USAID reporting standards, enhance project communication, and inform decision-making.
*Lead periodic performance evaluations, documenting and disseminating lessons learned and project successes to enhance adaptive management.
*Support the development and maintenance of a robust MEL system, ensuring data accuracy, reliability, and timely updates.
*Conduct field visits and spot checks to verify data accuracy, identify discrepancies, and ensure data quality.
*Compile and analyze data on project indicators for regular and contractual reporting requirements.
*Ensure project staff understand their MEL responsibilities and facilitate the use of data for learning, decision-making, and project improvements.
*Share MEL insights and updates with project staff and relevant stakeholders to enhance transparency and knowledge sharing.
Minimum Qualification Requirements:
* Minimum bachelor's degree in international development, social sciences, or a related field (master's degree preferred).
* Minimum of seven (7) years' experience in MEL functions, including experience developing and implementing MEL systems, ideally for USAID or similar donor-funded projects.
* Strong analytical skills, proficiency in data analysis software, and experience in developing and refining MEL tools.
*Demonstrated experience in training and mentoring staff and partners in MEL processes and tools.
*Excellent written and verbal communication skills in English, with the ability to convey MEL insights effectively.
*Ability to work independently and collaboratively in a fast-paced, multicultural environment.
*Experience in Timor-Leste, South Asia, or similar regions is an advantage.
*Professional proficiency in written and spoken English required.
