Tetra Tech International Development is currently accepting expressions of interest for a Deputy Chief of Party (DCOP) position on the anticipated USAID-funded Public Financial Management (PFM) Activity in Sri Lanka. This position will be located in Colombo, Sri Lanka. The position is contingent upon the activity's award and USAID approval.  

 

Position Description/Summary: The purpose of this Activity is to improve revenue generation and expenditure controls; support participatory PFM capabilities at the subnational level, including gender responsive/equitable budgeting; assist the deployment of e-government systems for fiscal transparency; and strengthen oversight and accountability mechanisms, updating competencies of public services.  

 

The DCOP will work under the overall direction of the Chief of Party (COP) and in coordination and collaboration with project technical staff. The DCOP will be responsible for overseeing effective coordination and technical integration and delivery of activities during the implementation of the PFM Activity, including acting as the main technical expert and ensuring the integrity of the Activity's work plan and completion of contractual deliverables in line with USAID and Tetra Tech policies and procedures. The DCOP will oversee a team of technical experts, serve as a member of the Activity's senior management team, and take on the responsibility of Acting COP, if necessary.  

 

Responsibilities:  

* Oversee planning, coordination, and day-to-day implementation of technical activities in partnership with technical team members. 

* Provide technical expertise and support to annual activity work planning and adaptive management of the PFM Activity, as needed, in accordance with the Activity's objectives and targets. 

* Assist in coordination Activity implementation, providing support to personnel and subcontractor management, and efficient budgeting and financial management, as needed. 

* Oversee technical activities and ensure interventions align with targets as set in the monitoring, evaluation, and learning (MEL) plan. 

* Support technical development of tenders for sub-awards. 

* Ensure compliance with USAID and Tetra Tech rules and regulations. 

* Evaluate and document Activity progress and lessons learned. 

* Assume responsibility for overall USAID contract management, ensuring quality control, and timeliness of deliverables.  

Minimum Qualifications Required: 

* Minimum master's degree in public administration, public policy, economics, law, or a related field. 

* Minimum of seven (7) years of progressively responsible supervisory experience and work experience providing technical oversight to donor-funded PFM, public policy, and/or local economic development projects in Sri Lanka.  

* Working knowledge of the challenges and opportunities of the PFM sector in Sri Lanka, as well as an in-depth understanding of the political economy and regional politics. 

* Demonstrated capability to strengthen capacity of public servants in fiscal decentralization and PFM reform. 

* Ability to establish strong relationships with a range of organizations, beneficiaries, and related parties (e.g., national and subnational stakeholders, local NGOs, civil society, private sector).  

* Strong staff management and time management skills. 

* Professional proficiency in English is required.
