Overview
The Vermont Department of Health is excited to hire a Public Health Analyst II in the Research, Epidemiology and Evaluation Unit, Health Statistics and Informatics Division at the Vermont Department of Health. This analyst will work with and support two CDC-funded programs: the Vermont Asthma Program and the Vermont COPD Program; and is responsible for analyzing data related to Asthma and COPD in Vermont.
The position conducts statistical analysis, involving complex epidemiological analyses. Duties include selection of methodology, data analysis, performance measure monitoring, collaboration with program evaluation, report preparation and presentation of results. The Public Health Analyst operates under the Research, Epidemiology and Evaluation Unit Chief and is supervised by the Health Promotion and Disease Prevention Analytic Team Lead. All analysts are expected to work on multiple teams, including the Unit, the Health Promotion and Disease Prevention Analytic Team, the programs they support and special topic workgroups. Expertise in Microsoft Office and statistical analysis software (SAS, R, SPSS, etc.) is required. Contact with community partners, VDH program staff, and key partners will also be required. This position is located in Waterbury, Vermont but is eligible for a hybrid work schedule, which can be discussed with the supervisor.
The Public Health Analyst is expected to:
• Conduct detailed analyses of public health and demographic data;
• Provide interpretation of data;
• Write reports, summaries and briefing documents;
• Give data presentations; maintain statewide and sub-state level web based data reporting;
• Respond to internal and external data requests;
• Assist the program evaluation as needed;
• Disseminate data products and provide technical assistance regarding the utility and meaning of the data.
• Support annual grant writing and reporting activities.
Preference will be given to candidates who possess:
• Quantitative analysis experience, including complex sample analysis;
• Experience with state-level, population-based health surveillance;
• Competence in analyzing and solving complex and difficult problems;
• Superior oral and written communication skills, including competence in explaining statistical and qualitative data to a variety of audiences, including lay persons;
• Experience with GIS software, such as ArcGIS Pro;
• Flexibility and adaptation in working with different teams and managing many different projects at once. Ability to integrate into multidisciplinary teams effectively; and
• Professional experience with statistical software, such as SPSS and/or SAS.
• Development of outcome measures;
• Experience with program evaluation;
• Effective data visualization skills;
• Commitment to health equity to reduce health disparities and impact social determinants of health such as racism, poverty, and access to culturally sensitive health care;
• Ability to perform job duties within the framework of the three key practices of the Agency of Human Services: innovation, collaboration, and dedication
This position, Public Health Analyst II - Limited Service (Job Requisition #50868), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental FactorsDuties are performed primarily in a standard office setting. Meetings with data users and providers may require some travel, for which private means of transportation must be available. Some work outside of normal office hours may be required.
Minimum QualificationsMaster's degree or higher in biostatistics, epidemiology, public health or a social sciences discipline, including 6 credits in statistics at the graduate level AND one (1) year or more of professional level work in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.
OR
Bachelor's degree in statistics, a health-related or social sciences discipline, including 12 college credits in statistics, research or computer sciences, and 6 of these credits must be in statistics AND two (2) years or more of professional level work in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.
OR
Associate's degree in public health, health, scientific or informatics field AND four (4) years or more of experience in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.
Preferred QualificationsExperience in public health or a health-related field.
