Overview

At the State of Vermont, our strategy and people help us deliver the most successful IT investments supporting our business partner agencies. Now, we are seeking an experienced portfolio manager who can add a fresh, unique approach to our team In support of business transformation and change management.  

 

In this role, you'll support the full project lifecycle for a large portfolio, with a focus on creating a technology change management framework and business transformation services catalog, developing prioritization strategies with IT Leadership, leading project-level reviews, optimizing and maintaining project standards, analytical reporting, and training staff. Not only will you be comfortable having high-level conversations with business leaders to understand individual portfolios, but you'll also help us define KPIs and create a strategic roadmap for statewide business transformation and change management activities.

Objectives of this Role:

  • Develop a framework for establishing a business transformation and change management portfolio that includes a common set of practices, tools and templates and ensure industry standards are being followed and adopted in the EPMO.
  • Provide procurement assistance to business partner agencies by reviewing procurement documents and providing feedback on business transformation, change management, project management and business analysis/business architecture services.
  • Facilitate the business transformation process to inform the project intake process for IT Activities and collaborate with IT Leaders and business leaders on defining business needs, establishing business process transformation opportunities, identifying technology opportunities in support of business challenges and prioritization, resourcing, and budgeting of projects for the portfolio.

 

Skills and Qualifications:

  • Considerable knowledge of project management principles and practices including work breakdown structure development.
  • Considerable knowledge of project contract review and management.
  • Experience facilitating business process transformation efforts.
  • Exceptional oral and written communication skills as well as negotiation and conflict management abilities.
  • Ability to lead and work in a team environment.
  • Experience with direct supervision of subordinates including goal setting and appraisals.
  • Ability to establish and maintain effective working relationships

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Work outside of regular business hours may be expected.

Minimum Qualifications

Bachelor's degree in business administration, Public Administration, Information Technology or a related field OR Certification as a Project Manager Professional (PMP) and four (4) years or more of experience in the field of information technology where the primary role was project manager AND at one (1) or more years in a supervisory role.


OR


Five (5) years or more of experience in the field of information technology where the primary role was project manager, and (2) years or more of in a supervisory role.

Preferred Qualifications

Master's degree in business administration, public administration, information technology or project management.
