SAIC's Agile Response Team (ART) is a dedicated and agile group of experts assembled to swiftly and effectively address Veteran Affairs (VA) Information Technology requirements. This team excels in tight deadlines and thrives on adaptability. They are adept at swiftly evaluating VA requirements, formulating innovative solutions, and collaboratively crafting well-structured, persuasive proposals that meet the client's unique needs. They excel at quick-turn, short duration tasks and contract responses; hands-on writing of technical responses; and supporting technical contract execution. Their ability to efficiently allocate tasks, leverage past experience, manage schedules in securing time-sensitive requirements and opportunities. 

This is a 100% remote role that will require travel as needed to SAIC and Customer sites. 

The Solutions Architect is a key member of the ART team and is responsible for creating and documenting technical and management solutions and approaches for the use in customer-facing white papers, proposals, and market research responses. The ideal candidate will have a history of leading, composing, and winning technical proposal efforts for formal government evaluation. The candidate will set the solution and content strategy for the proposal and be heavily engaged in leading and guiding writers and graphic artists to compose an approach easily understood by SAIC's customers and that aligns to the strategy. The ideal candidate must be experience with business development processes and able to articulate technical solutions that align to customer requirements. Candidates will understand how to generate highly scoring proposal responses per government evaluation instructions. Under some circumstances, the Solutions Architect may need to serve as a proposal manager for bids and will be expected to use SAIC proposal processes and tools. 

This role will require previous hands-on technical experience and business development/proposal experience at the Department of Veterans Affairs.  It is highly desirable that the candidate has successful winning experience with the VA's T4NG task orders.

Roles and Responsibilities 

The candidate will: 

  • Be responsible for creating and organizing the content of the proposal, market research response, and/or customer-facing white papers. This includes setting the strategic narrative which may include outlining, writing, editing, ideating/sketching graphics and formatting proposal sections to ensure clarity, consistency, and a persuasive narrative.  
  • Articulate details of the solution in a clear and concise manner. 
  • Work closely with subject matter experts and other team members to architect and recommend detailed, innovative solutions approaches that implement a technical "vision" to ensure customer mission success. 
  • Not only understand technical details but also be able to envision innovative solutions that meet the client's specifications and when needed will inspire through forward-thinking concepts.

  • Ensure that the proposed solution is technically sound, cost-effective, and meets all the requirements.  
  • Collaborate with graphic designers, to incorporate visuals, diagrams, and charts to enhance the proposal's readability and convey complex information more effectively within limited space.  
  • Manage their time effectively to meet tight proposal submission deadlines. They may work closely with the proposal manager to ensure the team stays on track. 
  • Partner with the Capture Manager, Business Development Manager, Account Leads, and customers to mature opportunity definition, capture solution objectives and shape the overall approach and value proposition presented in the proposal. They ensure that the proposal conveys a coherent and compelling story that resonates with the client's objectives. 
  • Lead development of concepts to include: business processes, operations, requirements, analysis and engineering, system architecture, system analysis and design, interfaces, data architectures, verification and validation, system integration, system and operational performance analysis, and life cycle cost and estimation procedures. 
  • Perform technical analysis to identify risks, issues, requirements, and opportunities with solution implementation, including tradeoff analyses and analysis of alternatives to solve complex technical problems.  
  • Integrate security and compliance of solutions as required by the customer. 
  • Coordinate activities of engineering leads and/or SMEs to develop and deliver solutions and technical content in proposal phase and in contract execution. 
  • Ensure the logical and systematic conversion of requirements into total systems solutions that address technical, schedule, cost, and customer organizational constraints.
  • Participate in lessons learned sessions to identify areas for improvement in the rapid proposal process and content creation. 

Qualifications

Required Education & Experience 
  • Bachelor's degree and 17 years or more of related experience; Master's and 15 years or more experience; may accept additional experience in lieu of degree. Minimum ten (10) years of solutions development and implementation required.
  • Minimum five (5) years of technical team leadership of high-performance teams required.
  • Must have successful experience bidding and winning work with Civilian agencies.   
  • Must have experience working with the department of Veterans Affairs.
  • Advanced knowledge of software engineering principles, methods, and techniques to include Agile/Scrum, SAFe/Agile, DevSecOps, and Continuous Integration/Continuous Delivery (CI/CD) methods.
  • Hands-on experience in proposal crafting and solution development in capture and proposal environments and implementing solutions in ongoing programs, including delivery of the final product.
  • Must have experience architecting in one or more technical domains, to include, but not limited to IT infrastructure, System/Application Development and management, IT Service Delivery, cybersecurity, cloud management, data science, & digital/business transformation.
  • Must have excellent communication and writing skills with the ability to produce finished content for delivery to customers, and meet with them regarding SAIC's capabilities, services, and solutions. This also includes proposal development, writing, and reviewing skills and working effectively with account management.
  • Deep understanding of multi-cloud environment, leveraging cloud-native services like containers, orchestration (Kubernetes), and Infrastructure as Code (IaC) tools (Terraform) to manage complex infrastructure across AWS, Azure, and Google Cloud.
  • Expertise in cloud security, governance, and compliance management in a hybrid or multi-cloud environment, ensuring adherence to frameworks like FedRAMP.
  • Must have a track record of working in a team-based environment through effective collaboration with multiple (pre-sales or pre-award) disciplines including, but not limited to; account management, business development, capture, proposal, pricing, competitive intelligence, contracts, subcontracting/vendor management, program management, recruiting, solution & product development, and other team members involved in optimizing our proposed solutions.
  • Must be able to multi-task across several concurrent efforts.
  • Must be able to identify technical staff skills to support pre-award activities.
  • Must be able to lead and coordinate work assignments of the account, proposal, technical, and support team members throughout the pre-award process.
  • Must have experience with the Federal Government procurement processes; desired experience includes the newer and more “commercial” derivatives of the process (e.g. OTAs, PTAG, agile contracting, etc.).
  • Must have ability to empower and grow subordinates as well as communicate effectively to senior and executive management.
  • Must be comfortable working in a hybrid environment and able to lead others who may be remote.
  • Ideal candidate will be located in the Washington DC metropolitan area.
Required Clearance 
  • Must be a U.S. Citizen
  • None required, but Public Trust, Secret or higher clearance desired 
Desired Experience 
  • Five (5) years of Cloud experience
  • Five (5) years of DevSecOps 

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
