SAIC is looking for a Site Security Manager (SSM) in Dededo, Guam.
The SSM is responsible for ensuring that the Sensitive Compartmented Information Facility (SCIF) meets all security requirements from the inception of the project through to accreditation. S/He will oversee all security matters for the construction project, report directly to the Accrediting Official (AO), and enforce the Construction Security Program (CSP). This role includes conducting site inspections, ensuring compliance with security standards, and managing all security activities on-site.
Key Responsibilities:
- Develop, implement, and maintain the Construction Security Plan (CSP) in accordance with ICD/ICS-705.
- Conduct comprehensive security assessments to identify vulnerabilities, highlight gaps between current practices and accreditation requirements, and implement mitigation strategies.
- Oversee the installation and testing of security systems (e.g. IDS, badging, access control, CCTV, etc).
- Perform regular risk assessments to identify potential threats and vulnerabilities and develop mitigation strategies to address them.
- Maintain meticulous records of all security activities, incidents, and audits.
- Prepare regular reports for management and accreditation bodies.
- Conduct regular audits and inspections
- Prepare and submit regular security reports to the AO.
- Collaborate with various stakeholders, including management, IT staff, legal counsel, law enforcement, and accreditation auditors.
- Meet with the AO daily to ensure project activities meet accreditation expectations.
- Regularly review and update security policies and procedures to reflect evolving threats and best practices.
- Drive continuous improvement in the security posture of the facility.
- Oversee the implementation and enforcement of physical and logical security controls.
- Supervise and direct 20 security personnel, including guards, access control operators, and other security staff to ensure their activities comply with the CSP.
- Lead the incident response team in investigating and responding to security incidents, including containment, eradication, recovery, and post-incident analysis.
- Administer access control systems, including issuing badges, managing access privileges, and monitoring access logs.
- Oversee physical security measures, such as perimeter security, surveillance systems, and alarm systems.
- Conduct regular security audits and inspections to ensure compliance with established policies and procedures.
- Manage security aspects of contractor activities, ensuring compliance with security requirements.
- Develop and test emergency preparedness plans, including evacuation procedures and disaster recovery plans.
Qualifications
Required Education:
Bachelors and ten (10) years or more related experience; Masters and eight (8) years or more related experience; PhD or JD and five (5) years or more experience; four (4) years of experience considered in lieu of degree.
Qualifications:
- Familiarity with the 16 standard divisions of construction.
- Demonstrated experience of working and leading a team in a dynamic fast-paced environment through a range of security disciplines
- Excellent customer interface skills.
- Must have a solid understanding of ICD/ICS-705.
- Good analytical skills and the ability to operate in a demanding environment while executing multiple tasks simultaneously.
- Strong verbal and written communication skills.
- Site Security Manager Certificate and 5 years of experience or 10+ years of SSM experience.
- Must be able to stand, sit, bend, walk, kneel, and perform other related physical activities for long periods.
- Proficient in the most current version of Microsoft Office software.
Clearance:
- Active TS/SCI Security Clearance required.
