SAIC is seeking a proven Program Manager to lead the NAWCAD Engineering and Technical Services in support of Weapons Control Support Equipment.  These services include the following tasks: configuration management, cybersecurity support, obsolescence engineering, value engineering, safety and failure analysis, and engineering and investigation support.  This position is your opportunity to utilize your skills and background to deliver support to the warfighting mission with cutting edge hardware and software engineering.

JOB DESCRIPTION: Responsible for successful delivery of a program to a customer; or manage performance of a task or project as part of a larger program under direction of another PM. Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance. Define or contribute to the program baseline then execute the program to comply with baseline requirements. Manage risk, customer relationships, and program staffing. Ensure compliance with quality standards and escalate challenges to SAIC leadership. Support business development and program staff management. PROGRAM EXECUTION: Provides key input and direction in planning, developing and implementing the program baseline. Identifies key resources to manage and execute to the program baseline. Identifies and analyzes moderate variances, and defines corrective actions. Manages large size program staff that includes subcontractors or suppliers and task or project leads. Leads internal cross-functional team. Uses standard, well-defined processes, procedures, techniques, or tools that require program-specific modifications. Develops some program specific processes, procedures, techniques or tools.

INDEPENDENCE: Reviewed by Director and Account VP for progress or completion in meeting program objectives and account synergy engagement. Primary customer interface for all program matters, information and insight sharing, and moderate problem resolution. 

PERSONNEL MANAGEMENT OF PROGRAM STAFF: Possesses leadership and management skills that require very little feedback from supervisors. Provides strategic guidance to the team. Escalates and resolves moderate program issues. Provides input on performance reviews, compensation-related actions, and staffing and hiring recommendations. Assists in screening and interviewing potential hires. Resolves moderate personnel issues in coordination with MS, HR, and Program Oversight.

BUSINESS DEVELOPMENT SUPPORT: Contributes to a strategic BD plan to protect current program and expand account offerings. Provides significant elements of re-compete capture strategy. May serve as CM to expand current account offerings. Identifies potential buying agents for growth beyond current account. Identifies opportunity and account buying influences. Recommends opportunities for investment by leveraging repeatable and differentiated offerings and capabilities by implementing specific tools and resources.

Qualifications

Required Qualifications:

  • Active Secret Clearance
  • Bachelors degree in Electrical Engineering or Computer Science w/15+ years experience or Masters degree in Electrical Engineering or Computer Science w/13+ years experience
  • At least five years of Engineering or Program Management experience with DoD customers
  • Excellent interpersonal skills
  • Excellent communication - Oral and Written
  • Proficient with Microsoft applications and program (Visio, Project, SharePoint, Outlook, Excel, Word)

Desired Qualifications:

  • PMP Certification
  • Additional degree or certificate in business or finance
  • Experience with Weapons Control Support Equipment
  • Experience with MIL-STD 1553 communication protocols
  • Demonstrated capability to quickly ramp up to support customer's needs, clearly communicate (orally and written) ideas, take initiative to provide innovative solutions to challenges and/or systemic problems.
