SAIC is currently seeking a Program Management Analyst located on Camp Smith on Oahu, Hawaii to support the U.S. Indo-Pacific Command (HQ USINDOPACOM) J1 Directorate to assist on a high OPTEMPO team, coordinate the day-to-day procedures and processes required to ensure the branch plans and executes the required actions and completes deliverables on time. The position is expected to regularly interact with senior DoD personnel across multiple Joint Directorates. 

JOB DESCRIPTION: 

  • Manage and administer programs collaborating with academic and industry partners
  • Organize events aligned with joint directorate objectives, emphasizing data-driven analysis
  • Assist with technical training, professional development events, and career growth opportunities
  • Support HQ USINDOPACOM and Center for Excellence (CFE) managers in strategic workforce initiatives
  • Follow joint directorate standard operating procedures aligned with mission-critical requirements
  • Conduct continuous process improvement (CPI)
  • Develop and implement innovative civilian personnel programs leveraging advanced technology
  • Research, advise, and coordinate policies and procedures related to civilian personnel management
  • Support workforce optimization and advise senior leadership on staffing and resource management
  • Drive process improvements in personnel recruitment, staffing, and program management
  • Evaluate and refine recruitment processes and implement cutting-edge solutions
  • Collaborate on special projects for program modernization and technology implementation

Qualifications

REQUIRED EDUCATION AND EXPERIENCE: 

  • Use management principles, organizational theory, and advanced staffing techniques in support of the mission
  • Leverage program analysis, continuous process improvement (CPI) methodologies, and regulations.
  • Must have a knowledge of federal and DoD personnel principles, programs, and policies
  • Must have understanding and be able to leverage advanced analytical methods for workforce requirements, financial principles, and data-driven decision-making
  • Possess strong decision-making, problem-solving, and communication skills
  • Work independently, lead CPI initiatives, and manage complex personnel programs
  • Operate under federal laws, DoD policies, and best practices in support of the mission
  • Address complex issues using CPI methodologies and advanced analytical tools
  • Impact HQ USINDOPACOM's civilian resource management efficiency and resource development.
  • Interact with senior leaders, specialists, managers and other stakeholders
  • Facilitate process improvement and organizational change
  • Standard office setting with occasional travel for project and program execution

REQUIRED CLEARANCE: 

  • Must be able to obtain a full Secret Clearance; Interim Secret required prior to start, SAIC will help to obtain
  • Must be a current US Citizen

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
